河南省新型农村社会养老保险风险规避研究

【摘要】：农村社会养老保险制度是农村社会保障制度中最基本、最核心的一项保障制度，也是社会养老保障体系重要的组成部分。新型农村社会养老保险制度的建立，对于深化农村改革，保障农民利益，解除农民后顾之忧，促进中原经济区建设与社会稳定都具有重要的理论意义和现实意义。为了切实做好农民的社会养老保障工作，2009年11月28日，，根据国务院发布的《国务院关于开展新型农村社会养老保险试点的指导意见》，河南省正式出台了《关于开展新型农村社会养老保险试点的实施意见》，第一批选中全省10%的县（市、区）作为试点，并部署以后按照国家要求逐步扩大试点，争取到2020年前基本实现对全省广大农村地区的全覆盖。这都为河南省制定切实可行的农村社会养老保险政策奠定了实践基础，能够进一步促进河南省农村社会养老保险事业的发展，加快河南省社会主义新农村建设的步伐。 本文以河南省正在开展的新型农村社会养老保险试点实践为对象，对河南省农村社会养老保险进行深入研究，分析了河南省新型农村养老保险存在哪些风险并对存在的风险进行规避与机制整合。第一章导论部分主要阐述了选题的意义，并对国内外研究进行了综述。第二章分析了河南省新型农村社会养老保险试点的基本特征和试点运行情况。第三章分析了河南省新型农村养老保险存在的制度设计风险和制度运行风险。第四章分析了河南省新型农村养老保险基金所面临的一系列风险。第五章对河南省新型农村养老保险制度所存在的风险进行机制整合与风险规避。
[Abstract]:The rural social old-age insurance system is the most basic and core of the rural social security system, and is also an important part of the social old-age security system. The establishment of the new rural social old-age insurance system is of great theoretical and practical significance for deepening the rural reform, safeguarding the interests of farmers, relieving the worries of farmers, and promoting the construction and social stability of the Central Plains Economic Zone. In order to do a good job in the work of farmers' social old-age security, on 28 November 2009, according to the State Council's guidance on developing the pilot Project of New Rural Social Endowment Insurance, Henan Province formally issued the "opinions on the implementation of the pilot Project on developing a New Rural Social Endowment Insurance," and the first batch of counties (cities, districts) in the province selected 10 percent of the provinces as the pilot, and gradually expanded the pilot project in accordance with the requirements of the state after the deployment. By 2020, we will basically achieve full coverage of the vast rural areas of the province. All these have laid a practical foundation for Henan Province to formulate a feasible rural social endowment insurance policy, which can further promote the development of the rural social endowment insurance in Henan Province and accelerate the pace of the construction of the new socialist countryside in Henan Province. Taking the pilot practice of the new rural social endowment insurance in Henan Province as the object, this paper makes an in-depth study on the rural social endowment insurance in Henan Province. This paper analyzes the risks existing in the new rural old-age insurance in Henan Province, and carries on the avoidance and the mechanism conformity to the existing risks. The first chapter introduces the significance of the topic, and summarizes the research both at home and abroad. The second chapter analyzes the basic characteristics and operation of the new rural old-age insurance pilot project in Henan province. The third chapter analyzes the system design risk and system operation risk of the new rural endowment insurance in Henan province. The fourth chapter analyzes a series of risks faced by the new rural endowment insurance fund in Henan province. The fifth chapter carries on the mechanism conformity and the risk circumvention to the new rural endowment insurance system of Henan Province.
