背离世界银行型多支柱养老金模式——后金融危机时期中东欧国家养老金改革评析

【摘要】：2000年左右,匈牙利等多个中东欧国家先后建立起世界银行型多支柱养老金制度,该制度模式以强制参保私人运营的基金制第二支柱为核心。2008年金融危机后,这些国家又针对第二支柱养老金采取撤销等一系列改革举措。该文通过分析匈牙利、波兰等8个中东欧国家的改革情况,提出多数中东欧国家在这轮改革中背离了世界银行型多支柱模式。同时,阐释中东欧国家背离该模式的原因,金融危机的影响是触发性因素,其深层次因素则在于多支柱改革自身的问题。
[Abstract]:Around 2000, Hungary and other Central and Eastern European countries successively established the World Bank multi-pillar pension system, which focuses on the second pillar of the fund system, which enforces private participation in private operations. After the 2008 financial crisis, These countries have also taken a series of reform measures, such as abolishing the second pillar pension. By analyzing the reform situation of Hungary, Poland and other eight CEE countries, this paper puts forward that most CEE countries deviate from the multi-pillar model of the World Bank in this round of reform. At the same time, it explains the reasons why the Central and Eastern European countries deviate from this model. The influence of the financial crisis is the trigger factor, and the deep-seated factor lies in the multi-pillar reform itself.
