农村商业养老保险供给与需求研究

【摘要】:从1999年开始,我国已步入人口老龄化社会,特别是农村地区的老龄化程度更高。农村地区养老保障问题目前已成为急需解决的社会问题。本文基于我国农村养老保险体系现状,,在国内的专家学者对于我国农村养老保险体系已有的研究基础上,探讨如何发展我国农村商业养老保险,并在农村养老保障体系中的充分发挥其重要作用。 本文第二章阐述的是目前我国农村养老保障的基本情况。由于农村家庭人口结构的变化和农村向城市转化进程的加快,农村地区传统的养老保障方式——以家庭养老为主,土地保障为基础的模式正面临前所未有的挑战;同时,我国现有的农村社会养老保险保障制度还不完善:整体保障水平较低,养老保险管理体系不完善,养老基金增值存在困难以及缺乏聚集效应等。为了完善我国农村社会保障体系,满足农村居民养老需要,我国农村有必要、有条件发展商业养老保险。农村商业保险有益于提高我国农村现有的社会保障水平,有助于改善整个农村社会保障体系的建设。农村商业养老保险可以填补社会养老保险的空白地带,拓展整个农村地区的社会保障范围。同时,农村商业养老保险可以促进整个农村社会养老保险的改善,在先进的管理理念、技术支持、社会的资金投入、保险资金的保值增值、保险保障机制的运作效率方面都可以有效的促进整个农村社会保障体系的提升。根据目前我国农村的经济发展状况以及国家对农村地区的政策支持,以及近年来商业养老保险公司对农村商业养老保险市场的开拓和实践,我国目前是发展农村商业养老保险的最好时机。 本文第三章分析我国农村商业养老保险供求状况。一方面,我国农村商业养老保险的供给主体单一,缺乏针对性的农村市场管理模式和相应的养老保险产品等是我国农村商业养老保险供给不足的主要原因。另一方面,我国农村商业养老保险市场存在着农村居民风险意识不强、家庭收入水平偏低、保险产品价格均偏高等问题。而目前制约我国农村养老保险发展的关键因素在于供给不足。本文以福建平安农村商业养老保险的发展为例,得出农村商业养老市场潜力巨大,但是网点的发展受到自然环境、政策环境的制约,发展速度缓慢。 本文第四章提出农村养老保险营销的经营管理策略。由于农村地区的地理特点,农村居民的集中度不高,而受到农村交通条件的制约,在农村地区拓展保险业务的成本比较高。为了实现农村商业养老保险市场健康、可持续性的发展,确保商业养老保险在农村地区发挥其作用,有必要推动农村地区保险营销管理制度的改革,完善商业养老保险公司的营销和服务模式,推动营销和服务队伍的管理和建设。 本文第五章是结论和政策建议,提出政府需要通过政策环境方面加大对农村商业养老保险发展扶持力度。
[Abstract]:Since 1999, China has entered an aging society, especially in rural areas. At present, the problem of old-age security in rural areas has become an urgent social problem to be solved. Based on the present situation of rural old-age insurance system in China, this paper discusses how to develop rural commercial old-age insurance in China on the basis of the existing research of domestic experts and scholars on the rural old-age insurance system in China. And in the rural old-age security system to give full play to its important role. The second chapter of this paper expounds the basic situation of rural old-age security in our country at present. Due to the change of rural family population structure and the acceleration of the process of rural to urban transformation, the traditional mode of old-age security in rural areas, which is based on family pension and land security, is facing unprecedented challenges. At the same time, the existing rural social old-age insurance system in China is not perfect: the overall security level is low, the old-age insurance management system is not perfect, there are difficulties in the appreciation of pension funds and the lack of aggregation effect. In order to perfect the rural social security system and meet the needs of rural residents for the aged, it is necessary for rural areas to develop commercial old-age insurance. Rural commercial insurance is beneficial to improve the existing social security level in rural areas and to improve the construction of the whole rural social security system. Rural commercial old-age insurance can fill the blank area of social endowment insurance and expand the scope of social security in the whole rural area. At the same time, rural commercial old-age insurance can promote the improvement of the whole rural social old-age insurance, in the advanced management concept, technical support, social capital investment, insurance funds maintenance and appreciation, The operation efficiency of insurance security mechanism can effectively promote the improvement of the whole rural social security system. According to the current situation of rural economic development in China and the policy support of the state to rural areas, as well as the development and practice of commercial old-age insurance companies in rural commercial old-age insurance market in recent years, At present, China is the best time to develop rural commercial old-age insurance. The third chapter analyzes the supply and demand of rural commercial pension insurance in China. On the one hand, the supply of rural commercial old-age insurance in China is single, the lack of targeted rural market management model and the corresponding old-age insurance products are the main reasons for the shortage of rural commercial old-age insurance in China. On the other hand, there are some problems in the rural commercial old-age insurance market, such as the risk awareness of rural residents is not strong, the level of family income is low, and the price of insurance products is on the high side. At present, the key factor restricting the development of rural old-age insurance in China is the lack of supply. Taking the development of rural commercial old-age insurance in Ping an, Fujian as an example, this paper concludes that the rural commercial pension market has great potential, but the development of the network is restricted by the natural environment and policy environment, and the development speed is slow. The fourth chapter of this paper puts forward the management strategy of rural old-age insurance marketing. Due to the geographical characteristics of rural areas, the concentration of rural residents is not high, but restricted by rural traffic conditions, the cost of expanding insurance business in rural areas is relatively high. In order to realize the healthy and sustainable development of rural commercial old-age insurance market and ensure that commercial old-age insurance plays its role in rural areas, it is necessary to promote the reform of insurance marketing management system in rural areas. Improve the marketing and service model of commercial pension insurance companies, promote the management and construction of marketing and service team. The fifth chapter is the conclusion and policy recommendations, and puts forward that the government needs to strengthen the support for the development of rural commercial old-age insurance through the policy environment.
