我国交强险亏损问题研究

【摘要】:我国在2006年7月1日起施行机动车交通事故责任强制保险(以下简称为“交强险”),成立以来已经走过了7个年头。交强险,作为首个通过立法方式强制施行的保险,充分体现了“以人为本”的理念,有效地保护了机动车道路交通事故受害人的权利。但在我国建立交强险制度较晚,处于发展的初级阶段,还存在许多不完善的地方,亏损问题严重,所以扭转我国交强险亏损的状况,成为我国交强险发展的关键。 本文主要分为以下几个部分: 第一部分是论文的引言部分,主要说明了文章研究的背景和意义、国内外研究文献综述及研究的主要内容和方法。第二部分是关于我国交强险制度的基本理论,这一部分主要对交强险的相关概念进行界定,并介绍社会公平理论和福利经济学理论,希望可以让读者对交强险能有一个初步的认识。第三部分是我国交强险的亏损现状及原因分析,介绍我国机动车强制责任保险的早期发展、我国交强险亏损的现状及存在的问题,对我国交强险的亏损原因进行分析。第四部分是调查问卷的分析,针对我国交强险亏损的现状设计并发放调查问卷,对我国交强险实施的基本情况进行调查并对影响我国交强险亏损的主要原因进行分析,以此为基础得出影响交强险亏损的主要因素。第五部分介绍我国台湾地区交强险制度的特点及实施情况,通过与大陆地区对比,为完善我国大陆交强险提供了参考和借鉴。第六部分从调整赔偿方式和费率角度推动交强险转型升级等四个角度对扭转我国交强险的亏损问题提供对策建议。第七部分是文章的结论。 为扭转交强险的亏损,本文通过对交强险进行了详细的介绍,针对我国交强险亏损的情况,在参考他人研究成果和相关理论的基础上,提出影响交强险亏损的主要因素:现行交强险制度、人伤赔付成本、保险公司的经营、道德风险、社会环境。以影响交强险亏损的主要因素为基础设计调查问卷,通过问卷调查进行分析验证,共发放问卷1000份,实际有效问卷798份,通过分析调查问卷的相关数据,得出相应的结论,并与我国台湾地区的交强险加以比较,得到一些启示。根据调查结论,本文从四个方面对如何减轻交强险亏损提出了相关建议:一是从调整赔偿方式和费率角度推动交强险转型升级,在借鉴我国台湾地区经营模式的基础上改进我国交强险的经营,推动交强险转型升级。二是从监管角度加强宣传和惩罚力度,提高投保率。三是从细化管理角度完善保险公司的经营管理,提高服务质量,缓解交强险经营压力。四是从扩大基金来源和规范基金管理角度健全救助基金制度。希望建立完备的交强险制度体系,促进道路交通安全,发挥交强险保护人生命与健康的社会功能和责任,适应我国社会和经济高速发展的需求。
[Abstract]:Since July 1, 2006, China has implemented compulsory insurance for motor vehicle traffic accident liability (hereinafter referred to as "strong insurance"), which has gone through seven years since its establishment. As the first compulsory insurance through legislation, strong insurance fully embodies the concept of "people-oriented" and effectively protects the rights of motor vehicle road traffic accident victims. However, the establishment of the strong insurance system in our country is relatively late, in the primary stage of development, there are still many imperfections, the loss problem is serious, so it has become the key to the development of the strong insurance in our country to reverse the loss of the strong insurance in our country. This paper is mainly divided into the following parts: the first part is the introduction of the paper, which mainly explains the background and significance of the research, the main contents and methods of literature review and research at home and abroad. The second part is about the basic theory of the traffic insurance system in our country, this part mainly defines the related concepts of the traffic risk, and introduces the theory of social equity and welfare economics. It is hoped that readers can have a preliminary understanding of the risk of dealing with strength. The third part is the analysis of the present situation and causes of the loss of the strong insurance in our country, introduces the early development of the compulsory liability insurance of motor vehicles in our country, the present situation and the existing problems of the loss of the strong insurance in our country, and analyzes the causes of the loss of the strong insurance in our country. The fourth part is the analysis of the questionnaire, aiming at the present situation of the loss of the strong risk in our country, designs and distributes the questionnaire, investigates the basic situation of the implementation of the risk of the strong risk in our country, and analyzes the main reasons that affect the loss of the risk of the strong risk in our country. On this basis, the main factors affecting the loss of strong insurance are obtained. The fifth part introduces the characteristics and implementation of the insurance system in Taiwan, and provides a reference and reference for the improvement of the insurance system in mainland China by comparing with the mainland. The sixth part provides countermeasures and suggestions to reverse the loss of strong insurance in China from four angles: adjusting compensation mode and rate to promote the transformation and upgrading of strong insurance. The seventh part is the conclusion of the article. In order to reverse the loss of strong insurance, this paper introduces the risk in detail, and on the basis of referring to the research results of others and related theories, in view of the situation of the loss of strong insurance in our country. The main factors affecting the loss of strong insurance are as follows: the current system of strong insurance, the cost of compensation for human injury, the operation of insurance companies, moral hazard and social environment. Based on the main factors affecting the loss of strong risk, a questionnaire was designed and verified by questionnaire analysis and verification. A total of 1000 questionnaires were sent out, and 798 questionnaires were actually valid. Through the analysis of the relevant data of the questionnaire, the corresponding conclusions were drawn. And compared with the traffic risk in Taiwan, we can get some enlightenment. According to the conclusion of the investigation, this paper puts forward some suggestions on how to reduce the loss of payment risk from four aspects: first, to promote the transformation and upgrading of the risk of payment from the point of view of adjusting the mode and rate of compensation. On the basis of drawing lessons from the management mode of Taiwan area of our country, we can improve the management of traffic insurance in our country and promote the transformation and upgrading of the insurance. Second, from the regulatory point of view to strengthen publicity and punishment, improve the insurance rate. Third, from the perspective of detailed management to improve the management of insurance companies, improve the quality of service, alleviate the pressure of strong insurance management. Fourth, improve the rescue fund system from the point of view of expanding the source of the fund and standardizing the management of the fund. It is hoped that a complete system of traffic insurance system will be established to promote road traffic safety, give full play to the social functions and responsibilities of protecting people's lives and health, and meet the needs of the rapid social and economic development of our country.
