【摘要】：中国石油化工集团公司多年来坚持“振兴石化,科技先行”的方针,紧紧围绕石油、石化主业着力自主创新,加强科技攻关,建成科技创新体系,研究开发了一批具有国际竞争力的核心技术和专有技术,公司整体技术水平进入世界先进行列。公司在推动科技创新和技术进步中积累了一些值得继续坚持的做法,具体包括:完善创新体制,构建支撑主业发展的技术平台;强化顶层设计,把握科技主攻方向;加强科技和产业结合,形成“大循环”机制;创新重大项目组织模式,形成“十条龙”科技攻关机制;坚持开放创新,形成以企业为主体,国内外、产学研相结合的创新体系;建立内部技术市场等特色机制,发挥市场在资源配置中的作用;加强人才队伍建设,打造科技领军人才;推进创新文化建设,营造良好创新氛围。
[Abstract]:Over the years, the China Petrochemical Group Company has adhered to the policy of "revitalizing petrochemicals and giving priority to science and technology," focusing on petroleum and petrochemical industry, focusing on independent innovation, strengthening science and technology to tackle key problems, and establishing a scientific and technological innovation system. A number of core and proprietary technologies with international competitiveness have been developed. The whole technology level of the company has entered the advanced ranks of the world. The company has accumulated some methods worth persisting in promoting scientific and technological innovation and technological progress, including: perfecting the innovation system. Constructing the technical platform to support the development of the main industry; Strengthen the top-level design, grasp the direction of the main attack of science and technology; Strengthen the combination of science and technology with industry to form a "big circulation" mechanism; Innovating the organization mode of major projects and forming the scientific and technological mechanism of "Ten Dragon"; Adhere to open innovation, form an enterprise as the main body, at home and abroad, the combination of production, learning and research innovation system; Establish internal technology market and other special mechanisms to play the role of the market in the allocation of resources; Strengthen the construction of talent team and create scientific and technological leaders; We will promote the construction of innovative culture and create a good atmosphere for innovation.
