【摘要】:采购活动是现代企业进行生产经营活动的重要物质来源,在21世纪普遍推行供应链管理的环境下,采购已由传统的物资交易行为升级为企业的重要战略活动。目前我国正在加紧实施海洋开发战略,一大批海洋油气开发工程项目纷纷建造开工,项目本身庞大的项目物资采购量和较长的建设周期有必要借助科学的采购管理手段以保证其采购活动的顺利进行,而海洋工程类项目的采购活动也正逐渐成为采购管理新的研究领域。采购管理的实践指导作用会因采购主体、对象和方式的不同而存在差异,本文的研究对象——锦州25-1南油气田Ⅱ期项目作为我国渤海海域正在规划建设的大型海洋油气作业项目,其实际的采购管理活动并无类似的项目案例可供参考。因此,本文以采购管理理论、供应链管理理论、风险管理理论为支撑理论,运用理论分析与案例研究相结合、项目经验总结的研究方法,分析了该项目在制定采购计划时遵循的原则、主要依据、所使用的编制工具和技术、应注意的问题以及最终产生的物资采购清单和项目分包计划书;文章特别指出该项目采购部门应根据公司制定的“项目经济责任制”作为控制指标,对项目的采购费用、采购流程等进行严格的管理、控制,该项目在制定采购计划时应事先做好采购物资清单的区分管理、招标文件与合同文本的编制等前期准备性工作,并挑选合适的代理机构与物资供应商。其次,文章分析了锦州25-1南油气田Ⅱ期项目在采购要约、承诺两大阶段的概念特征、成立条件以及采购合同的生成、管理等,指出承诺应与要约的内容、形式、规定期限一致才能具有法律效力,项目采购部门应积极争取合同文本的拟定、工作界面编制以及获取合同签订的主动权,按照确认流程与费用后展开采购工作的原则同供应商签订合同,如果合同后期发生变更应按照实际发生额的上下界限依据不同流程的处理。为保障锦州25-1SII项目所制定的采购计划能够顺利实施,文章基于供应链管理提出采购的决策、执行和监督三方面相互制衡,完善项目采购的监督管理与惩戒机制;科学合理制订项目的采购流程,坚持集中采购与分散操作相结合;在识别、估计、评价风险的基础上,加强项目风险管理与突发状况应急机制的建设,加强采购物资的分类与仓储管理;建立全面的供应商综合评价指标体系,加强供应商的分级管理与联合质量管理;推广应用ERP系统以保证采购信息传输和共享的及时性,在提升采购效率、降低采购成本的同时进一步加强对采购过程的控制。结合文中大量具体、实用的图表与数据,为锦州25-1SII项目采购活动的决策者和采购人员提供先进、符合项目实际的采购管理方案,以保证项目采购计划能够得以顺利实施。
[Abstract]:Procurement is an important material source of modern enterprise production and operating activities, widespread implementation of supply chain management in the twenty-first Century environment, procurement has been upgraded from traditional materials trading behavior as an important strategic activities of enterprises. At present our country is stepping up the implementation of the strategy of the marine development, a large number of offshore oil and gas development projects have started construction projects. The huge amount of material procurement project and long construction period it is necessary to use the scientific procurement management means to ensure the smooth procurement activities, and marine engineering project procurement procurement management is also becoming a new research field. The procurement management guidance for procurement subject, object and the different ways but large differences, the research object of this paper -- Jinzhou 25-1 phase II project as the Southern gas fields in the Bohai area is planning the construction of Project of offshore oil and gas, the actual activities of the procurement of similar projects for reference. Therefore, based on the theory of purchasing management, supply chain management theory, risk management theory as the supporting theory, using theoretical analysis and case study combining research methods of project experience, analysis of the project followed in the development of procurement plan principle, main basis, tools and techniques used by the system, should pay attention to the problem and finally produced the procurement list and project subcontract plan; the article points out specially the project procurement department should according to the project of "economic responsibility" as the control index, the procurement cost of the project. Procurement process control, strict management, the project management should be prior to the procurement of goods list in the procurement plan, the preparation of tender documents and contract documents Other preparatory work, and select the appropriate agencies and suppliers. Secondly, this paper analyzes the Jinzhou 25-1 oil field project phase II in the purchase offer, concept of commitment of the two stage, the establishment of conditions and production, procurement contract management, and pointed out that commitments should offer content, form, time limit line in order to have legal effect, the project procurement department should actively develop the text of the contract, the initiative work interface and access contract establishment, start purchasing work according to the principle of confirmation process and costs with suppliers to sign a contract, if the contract period changes should be in accordance with the actual value of the lower bounds on the basis of different treatment processes make for the protection of the Jinzhou 25-1SII project procurement plan can be implemented smoothly, the article puts forward the procurement supply chain management based decision-making, execution and supervision of three aspects The checks and balances, perfecting the supervision and management of the project procurement management and punishment mechanism; scientific and reasonable formulation of project procurement process, adhere to the centralized procurement and decentralized operation; in the identification, estimation, evaluation of risk, strengthen the construction project risk management and emergency response mechanism, strengthen the classification and storage management of the procurement of goods; the establishment of comprehensive the comprehensive evaluation index system of supplier, supplier classification management and strengthen quality management; application of ERP system to ensure the timeliness of procurement information transmission and sharing, to improve procurement efficiency, reduce procurement costs and further strengthen the control of the procurement process. In this paper, a large number of specific, charts and data utility, Jinzhou 25-1SII the procurement activities of decision makers and procurement personnel to provide advanced procurement management scheme is in line with the actual project, to ensure that the project purchasing plan The plan can be carried out smoothly.
