【摘要】：农电企业“三集五大”体系建设与实施是为了解决代管农电企业管理中存在的突出问题和薄弱环节为重点,结合代管农电企业的实际情况,提出集约化农电企业核心资源和统筹协调各业务部门专业管理,以寻求实现代管农电企业管理提升途径。论文研究内容源于本人多年农电企业工作经历的想法和体会,以及对企业现有管理体系的忧虑和对企业的热爱。随着农电企业外部环境的快速发展和国家电网公司“三集五大”体系的初见成效,如何缩短农电企业和国家电网公司管理水平的差距是农电企业首要难题。尝试以国家电网公司“三集五大”体系基本框架,通过集约化理论来实现企业资源集中管控,统筹协调和价值链理论来重新梳理各部门核心业务,来实现农电企业加强优质化服务水准、提高经济效益和提升管理效率。论文首先在讨论国内外电力行业的发展和经营管理状况的基础上,分析哈尔滨农电企业的经营管理现状,通过代管体制、电力资源配置、趸售效益、管理机制和企业员工五个方面着重分析了管理中存在问题的主要成因,并提出构建“三集五大”体系对于改变哈尔滨农电企业现状的必要性。其次,指出了体系变革需遵循的原则,同时明确哈尔滨农电企业“三集五大”体系的总体目标,进而阐述“人财物”集约化和五大业务统筹化管理体系实施方案。最后,为哈尔滨农电企业“三集五大”体系能够平稳实施,提出了各项保障措施。本文的研究希望能给代管农电企业的管理带来一定的启示,通过创新管理模式、深化体制改革来改善农村用电条件,打破因历史遗留问题和代管体制所造成的重重壁垒,而改变哈尔滨农电企业现状。
[Abstract]:The construction and implementation of the "three sets and five big" system of agricultural power enterprises is to solve the outstanding problems and weak links in the management of agricultural power enterprises, combining with the actual situation of the management of agricultural power enterprises. Put forward intensive agricultural power enterprise core resources and coordinate the professional management of various business departments. In order to find a way to improve the management of the escrow agricultural power enterprises. The research content of this paper comes from the ideas and experiences of my many years of working experience in agricultural power enterprises. With the rapid development of the external environment of the agricultural power enterprises and the initial results of the "three sets and five" system of the State Grid Company. How to shorten the gap between the management level of the agricultural power enterprises and the State Grid Company is the most difficult problem for the agricultural power enterprises. This paper attempts to use the basic framework of the "three sets and five" system of the State Grid Company. Through intensive theory to achieve centralized management of enterprise resources, coordination and value chain theory to rearrange the core business departments, to achieve agricultural power enterprises to enhance the quality of service standards. Firstly, on the basis of discussing the development and management situation of domestic and foreign electric power industry, the paper analyzes the present situation of Harbin agricultural power enterprise management, and adopts the escrow system. The main causes of the problems in the management are analyzed in five aspects: the allocation of power resources, the benefit of wholesale sale, the management mechanism and the employees of the enterprise. And put forward the necessity of constructing "three sets and five" system to change the present situation of Harbin agricultural power enterprises. Secondly, pointed out the principles that should be followed in the system reform. At the same time, it clarifies the overall goal of the "three sets and five big" system of Harbin agricultural power enterprise, and then expounds the implementation plan of the "people and property" intensive management system and the "five major business as a whole" management system. For Harbin agricultural power enterprise "three sets and five big" system can implement smoothly, proposed each safeguard measure. This article research hoped can bring certain enlightenment to the management of the agricultural power enterprise of the escrow, through the innovation management pattern. Deepen the system reform to improve the rural electric power condition, break down the barriers caused by the historical problems and the escrow system, and change the present situation of the agricultural power enterprises in Harbin.
