泉州市化妆品安全问题及其治理研究

【摘要】：爱美之心，人皆有之。随着市场经济的快速发展、人们需求的日益增长和生活水平的显著提高，化妆品已逐步由少数人群使用的奢侈品转变为大众人群必需的生活品。化妆品在给人们带来美的同时，伴随其带来的环境、社会和健康问题逐渐引起社会各界的关注。2006年以来，化妆品安全事件层出不穷，化妆品安全风险存在于研发、生产、流通以及使用等各个环节，反映出我国化妆品安全监管体制存在着严重缺陷和漏洞。以往对化妆品安全治理的研究主要集中于政府的责任，而政府机制与市场机制在该领域的失灵，产生了多中心治理化妆品安全的需求。本文正是在这种背景下，，以多中心治理理论为研究基础，运用问卷、统计、比较等研究方法，结合笔者多年从事化妆品安全监管工作的实践，分析当前化妆品安全治理存在的问题，从长远的角度着手，借鉴美、欧、日的先进经验和理念，提出改善泉州市化妆品安全现状的政策建议。全文共分为六章：第一章绪论，论述了研究背景、研究意义、文献综述，分析理论依据和研究方法。第二章分析泉州市化妆品安全问题及其治理困境。第三章从企业、政府、社会中间层、消费者等四个层面分析影响化妆品安全治理的成因。第四章是比较研究，介绍美国、欧盟、日本等发达国家和地区的化妆品安全治理特点及其对我们的启示。第五章从多中心治理的角度提出完善泉州市化妆品安全治理的具体对策及建议。第六章做出总结与展望。本研究力图将理论和实践相结合，研究化妆品安全治理新策略，希望对推进我市化妆品安全治理、确保广大消费者使用安全、维护流通市场经济秩序、提升小众品牌竞争优势具有一定的指导意义。
[Abstract]:With the rapid development of the market economy, the increasing demand of people and the remarkable improvement of living standards. Cosmetics have gradually changed from the luxury used by a small number of people to the essential living products of the masses. Cosmetics bring beauty to people while accompanying the environment. Since 2006, cosmetic safety incidents have emerged in endlessly. Cosmetic safety risks exist in research and development, production, circulation and use of all aspects. It reflects that there are serious defects and loopholes in China's cosmetic safety regulatory system. In the past, the research on cosmetic safety governance mainly focused on the responsibility of the government, and the failure of government mechanism and market mechanism in this field. Under this background, based on the theory of multi-center governance, we use questionnaire, statistics, comparison and other research methods. Combined with the author's practice of cosmetic safety supervision for many years, this paper analyzes the existing problems of cosmetic safety management, starting from a long-term perspective, drawing lessons from the advanced experience and ideas of the United States, Europe and Japan. The paper is divided into six chapters: the first chapter is introduction, which discusses the research background, research significance and literature review. Analysis of theoretical basis and research methods. Chapter two analyzes the safety of cosmetics in Quanzhou City and its governance dilemma. Chapter three from the enterprise, the government, the middle level of society. Chapter 4th is a comparative study, introducing the United States and the European Union. The characteristics of cosmetic safety governance in developed countries and regions such as japan and its enlightenment to us. Chapter 5th puts forward the concrete countermeasures and suggestions to improve the safety management of cosmetics in Quanzhou city from the angle of multi-center governance. Chapter 6th makes a total. This study tries to combine theory with practice. This paper studies the new strategy of cosmetic safety management, hoping to promote the safety management of cosmetics in our city, to ensure the safety of consumers, and to maintain the order of market economy in circulation. Improving the competitive advantage of niche brands has certain guiding significance.
