军民融合装备研发投资中介的形式与方式

【摘要】:装备研发是国防和军队建设的重要内容,其能力直接决定装备技术水平。在社会主义市场经济条件下,装备研发投资不能仅仅依靠政府投入,而应该通过市场机制,吸收更多的社会资本。我国现行的装备研发自成体系,军民分离现象严重,又难以适应社会义市场经济体制要求。投资中介的缺失,导致军地双方存在严重的信息不对称,民营资本无法获取装备研发需求信息,军方也无从了解民营机构的研发能力,制约了装备研发投资的效率。军民融合装备研发投资中介,能够在装备研发项目与社会资本之间建立起联结的桥梁,实现军地双方信息的无障碍流通,有力促进武器装备科研生产领域军民融合的深度发展,也能实现国防效益与经济效益的双丰收。全文共六章。第一章,绪论。概括了本文的选题背景、研究意义、国内外研究现状、研究思路和研究方法,以及主要内容与创新之处。第二章,军民融合装备研发投资中介的理论基础。界定了本文涉及到的主要概念及其主要特征,并梳理了军民融合装备研发投资中介形式与方式的理论基础。第三章,我国装备研发投资存在的问题与投资中介。分析了目前我国军民融合装备研发现状及存在的主要问题,并以美国为例研究了国外相关经验和做法。第四章,军民融合装备研发投资中介的形式。重点研究了按业务特点和中介功能两种分类方式下军民融合装备研发投资中介应具有的形式。第五章,军民融合装备研发投资中介的方式。提出了不同形式投资中介可以采取的运行方式。第六章,政策建议。论文研究结果表明:(1)我国装备研发投资主要存在行政歧视、信息不对称、研发风险大、优惠政策不平等、存在X-无效率和成果难以转化等6个问题,而建立和完善军民融合装备研发投资中介是解决这些问题的关键。(2)军民融合装备研发投资中介具有多种形式,按业务特点可分为投资类装备研发投资中介、融资类装备研发投资中介、保险类装备研发投资中介和信息咨询类装备研发投资中介等;按中介功能划分为资金筹集型投资中介、风险防范型投资中介、成本控制型投资中介和信息交流型投资中介。(3)军民融合装备研发投资中介的方式主要有政府政策优惠方式,发行股票债券方式及提供信息咨询和技术服务方式等。(4)完善军民融合装备研发投资中介的形式和方式需要健全法律法规制度、清除民企进入装备研发市场壁垒、采用恰当税收优惠政策、建立装备研发风险基金、完善装备研发转化机制和培养相关专门人才。
[Abstract]:Equipment R & D is an important part of national defense and army construction, and its capability directly determines the level of equipment technology. Under the condition of socialist market economy, the investment in equipment R & D cannot depend on government investment alone. But should absorb more social capital through the market mechanism. Our country present equipment research and development system, the military and the civilian separation phenomenon is serious, but also difficult to adapt to the social justice market economy system request, the investment intermediary lacks. As a result, there is a serious information asymmetry between military and civilian, private capital can not obtain equipment R & D information, the military can not understand the R & D capabilities of private organizations. Military and civilian integration of equipment R & D investment intermediary can build a bridge between equipment R & D projects and social capital, and realize the flow of information between military and local. It can promote the deep development of military and civilian integration in the field of scientific research and production of weapons and equipment, and can also achieve the double harvest of national defense efficiency and economic benefit. The full text consists of six chapters. Chapter one, introduction, summarizes the background of this paper. Research significance, domestic and foreign research status, research ideas and research methods, as well as the main content and innovation. Chapter two. This paper defines the main concepts involved in this paper and its main characteristics, and combs the theoretical basis of the military and civil fusion equipment R & D investment intermediary forms and methods. Chapter three. This paper analyzes the present situation and main problems of China's military and civil fusion equipment R & D, and takes the United States as an example to study the relevant experiences and practices of foreign countries. Chapter 4th. The form of R & D investment intermediary for military and civil fusion equipment. Chapter 5th focuses on the form of R & D investment intermediary for military and civil fusion equipment according to business characteristics and intermediary function. Military and civilian integration equipment R & D investment intermediary mode. Put forward different forms of investment intermediary can take the operation of the mode. 6th chapter. Policy recommendations. The research results show that China's equipment R & D investment mainly exists administrative discrimination, information asymmetry, R & D risk, preferential policy inequality. There are six problems, such as X- inefficiency and hard to transform. The establishment and improvement of military and civil fusion equipment R & D investment intermediary is the key to solve these problems. It can be divided into investment equipment R & D investment intermediary, financing equipment R D investment intermediary, insurance equipment R D investment intermediary and information consulting equipment R D investment intermediary according to the business characteristics. According to the intermediary function, it is divided into fund raising investment intermediary and risk prevention investment intermediary. Cost control investment intermediary and information exchange investment intermediary. 3) military and civilian integration equipment R & D investment intermediary mainly has the government policy preferential way. The way of issuing stock bonds and providing information consultation and technical service etc.) to perfect the form and method of investment intermediary of military and civilian fusion equipment research and development need to perfect the laws and regulations system. It is necessary to clear the barriers for private enterprises to enter the equipment R & D market, adopt appropriate preferential tax policies, establish equipment R & D risk funds, perfect the equipment R & D transformation mechanism and train relevant specialized personnel.
