成都市汽车产业综合功能区的发展策略研究

【摘要】:成都市龙泉驿区是一个典型的特大都市近郊农业区,发展以汽车产业为核心的现代先进制造业和生产性服务业的历史短、基础薄。近年来,依托成渝经济区的雄厚实力和成都平原城市群的快速发展,以农产品加工为主的龙泉经济技术开发区成功转型、升级为以汽车产业综合功能为核心的国家级经济技术开发区,实现了经济增长方式的转变和产业结构调整升级。2013年实现整车制造73.2万辆,分别占四川省、成都市整车产量的89.6%、90%。 根据成都市及龙泉经济技术开发区汽车产业发展目标,2015年汽车产业综合功能区整车产能达到100万台,整车销售收入达到1200亿元,零部件销售收入达到1000亿元,本地配套率达到40%以上;汽车研发投入占汽车产业增加值的比重达到5%以上;汽车服务业经营收入达到800亿元;全省首个千亿汽车产业集群初具规模,南部汽车研发技术制造、北部汽车贸易博览娱乐、东部生产生活服务的配套发展格局基本形成,为我省汽车产业的跨越式发展夯实了基础。 到2020年,汽车产业综合功能区整车产量达到125万台,整车销售收入达到2500亿元,零部件销售收入达到3000亿元,本地配套率达到60%以上;汽车研发投入占汽车产业增加值的比重达到7%以上;汽车服务业经营收入达到1200亿元。整车制造、核心零部件制造、汽车贸易快速发展,汽车研发和汽车娱乐成为新兴增长点,,南部汽车研发技术制造、北部汽车贸易博览娱乐、东部生产生活服务的发展格局进一步完善,产业综合竞争力达到“西部第一”。 汽车产业是成都市的支柱产业。随着一汽-大众、一汽丰田、沃尔沃等整车项目的引进,成都汽车产能迅速扩大,带动一批零部件企业落户,产业配套能力显著提升,产业集群初步形成,2015年底龙泉经济技术开发区将建成我省规模最大的汽车产业综合功能区。然而,随着日趋激烈的国内外汽车市场竞争,消费者的需求也越来越多元化,现代汽车产业由制造链向服务链加速延伸已成必然趋势,汽车金融服务业将成为汽车产业链上新的增长点。面对机遇和挑战,成都市汽车产业综合功能区的发展思路、战略规划、功能设计、配套政策都需要创新。本文正是在这种形势下,开展了汽车产业园区由单纯的制造园区向综合功能区发展的研究。 本文根据区域经济、产业经济、生产力布局等理论,结合我国产业园区发展的实践,研究了成都汽车产业综合功能区在研发设计制造、贸易博览娱乐、生产生活服务等三大功能区发展中的新情况、新问题,探讨了加快汽车产业综合功能区发展的策略,从交通物流、生产要素、高端服务、公共平台和政策扶持等方面提出了对策建议。
[Abstract]:Longquanyi District of Chengdu is a typical suburban agricultural area of the city. The development of modern advanced manufacturing and producer services with automobile industry as the core has a short history and a weak foundation in recent years. Relying on the strong strength of Chengdu-Chongqing Economic Zone and the rapid development of Chengdu Plain Urban agglomeration, the Longquan Economic and technological Development Zone, which is dominated by the processing of agricultural products, has successfully transformed. Upgrading to a state-level economic and technological development zone with the comprehensive function of automobile industry as the core, the transformation of economic growth mode and the upgrading of industrial structure have been realized. In 2013, 732,000 vehicles were manufactured. It accounts for 89. 6% of the total car output in Sichuan and Chengdu, respectively. According to the development target of Chengdu and Longquan Economic and technological Development Zone, in 2015, the vehicle production capacity of the comprehensive function area of automobile industry reached 1 million, and the sales income of the whole vehicle reached 120 billion yuan. Sales revenue of parts and components reached 100 billion yuan, local matching rate reached more than 40%; The proportion of R & D investment to the added value of automobile industry is more than 5%; The operating income of automobile service industry reached 80 billion yuan; The first 100 billion automobile industry cluster in the province is beginning to take shape, the automobile R & D technology manufacturing in the south, the automobile trade expo and entertainment in the north, and the supporting development pattern of production and living service in the east are basically formed. For our province automobile industry leaps and bounds development compacts the foundation. By 2020, the automobile industry integrated function area vehicle production reached 1.25 million, the whole vehicle sales income reached 250 billion yuan, the sales revenue of parts and components reached 300 billion yuan. The local matching rate is more than 60%; The proportion of R & D investment to the added value of automobile industry is more than 7%; The operating income of automobile service industry reaches 120 billion yuan. The whole car manufacturing, core parts manufacturing, automobile trade developing rapidly, automobile research and development and automobile entertainment become the new growth point, the southern automobile research and development technology manufacturing. The north automobile trade expo entertainment, the eastern production life service development pattern further consummates, the industry comprehensive competition ability reaches "the west first". Automobile industry is the pillar industry in Chengdu. With the introduction of FAW-Volkswagen, FAW-Toyota, Volvo and other vehicle projects, Chengdu automobile production capacity is rapidly expanded, driving a number of components enterprises to settle down. The industry supporting capacity has been greatly improved and the industrial cluster has initially formed in the end of 2015 Longquan Economic and technological Development Zone will be the largest comprehensive function zone of automobile industry in our province. However. With the increasingly fierce domestic and foreign automobile market competition, consumer demand is becoming more and more diversified, modern automobile industry from manufacturing chain to service chain accelerated extension has become an inevitable trend. Automobile financial service industry will become a new growth point in automobile industry chain. Facing the opportunity and challenge, the development thought, strategic planning and function design of Chengdu automobile industry comprehensive function area. It is in this situation that the automobile industry park is developed from a simple manufacturing park to a comprehensive functional zone. Based on the theories of regional economy, industrial economy, productivity layout and the practice of industrial park development in China, this paper studies the R & D, design, manufacture, trade expo and entertainment of Chengdu Automobile Industry Comprehensive function Zone. The new situation and problems in the development of the three functional areas, such as production and life services, are discussed. The strategies of speeding up the development of the comprehensive functional zones of the automobile industry are discussed, including transportation logistics, production factors and high-end services. Public platform and policy support and other aspects of the proposed countermeasures.
