TY钢铁公司安全生产标准的建立与实施

【摘要】:冶金工业是我国现代工业的重要组成部分,也是我国国民经济的重要基础产业,也是,对于我国社会主义现代化建设、整个国民经济发展、科学技术进步、产业结构调整和优化升级都具有极为重要的意义。但是由于冶金工业自身独特的行业特点,使得其安全生产问题上更为突出,安全生产事故较其他一般行业发生的概率更大,频率更高,所以,为了扭转安全形势,国家大力开展冶金工贸等企业安全生产标准化建设,并要求规模以上企业必须在2013年底前实现达标。 近年以来,TY钢铁公司随着逐年生产规模不断扩大,设备设施不断革新、工艺技术不断进步、工业自动化程度显著提高,公司现有以安全教育培训、安全规章制度、安全评比、安全检查为主要内容的安全生产管理模式难以发挥作用,进而对公司目前的安全生产管理提出了更高的要求,因此如何在国家大力推动冶金工贸企业安全生产标准化建设的趋势和机遇下,如何从无到有建立并有效实施安全生产标准体系,如何将公司的人、机、物、环处于良好的生产状态,并持续改进,成为本文研究的重点。 本文将运用安全生产标准化这一现代化管理手段来解决公司所面临的这一问题。首先阐述了研究钢铁企业安全生产管理的背景,对国内外安全生产标准化现状进行了详细的分析,并界定了标准、标准化、安全标准、安全标准体系及安全生产标准化等相关概念和理论。其次,本文对TY钢铁公司概况做出梳理,,并从公司安全生产管理、组织机构、生产作业环境、生产设备设施、安全教育与培训及现场设备设施安全隐患现状等方面进行了现状分析,然后,进一步调查分析所存在问题并进行原因分析。第三,在事故致因、PDCA等理论和《企业安全生产标准化基本规范(AQ/T9006-2010)》的指导下,充分结合TY钢铁公司的实际情况,按照PDCA模式经过准备、教育培训、现状梳理、策划以及标准制修订阶段建立了TY公司安全生产标准体系,同时,为确保公司安全生产标准体系的有效实施,按照准备、实施、监督检查和改进与提高阶段逐步开展为实现标准贯彻实施提供保障。最后,通过TY钢铁公司安全生产标准体系的建立与实施运用调查法和数据分析法对效果进行了评价,实现了从去年上半年最低安全事故千人负伤率4‰下降到1.7‰,并获得了安全生产标准化二级证书及牌匾,从而得出结论,这是一套完善的TY钢铁公司安全生产标准体系,它规范了公司员工作业,改善了作业现场环境,提高了设备设施安全系数,进而提高了TY公司的安全管理水平,实现了安全、高效运营。
[Abstract]:The metallurgical industry is an important part of our modern industry and an important basic industry of our national economy. It is also an important part of China's socialist modernization drive, the development of the entire national economy, and the progress of science and technology. The adjustment of industrial structure and the optimization and upgrading of industrial structure are of great significance. However, due to the unique characteristics of metallurgical industry itself, the problem of production safety is more prominent, and the probability of accidents in production safety is greater than that in other general industries. The frequency is higher, so in order to reverse the safety situation, the state vigorously carry out the construction of standardization of production safety in metallurgical, industrial and trade enterprises, and require enterprises above the scale to achieve the standard by end of 2013. In recent years, with the continuous expansion of production scale, the continuous innovation of equipment and facilities, the continuous progress of process technology and the remarkable improvement of industrial automation, the company has adopted safety education and training, safety rules and regulations, safety evaluation and comparison. The safe production management mode, which is the main content of safety inspection, is difficult to play a role, and puts forward higher requirements for the company's current production safety management. Therefore, how to establish and effectively implement the safety production standard system in metallurgical industry and trade enterprises from scratch under the trend and opportunity of promoting the construction of standardization of production safety in metallurgical industry and trade enterprises, how to put the people, machines and materials of the company into effect, Ring in good production state, and continuous improvement, become the focus of this study. This paper will use the modern management method of safety production standardization to solve the problem faced by the company. Firstly, the background of the research on the safety production management of iron and steel enterprises is expounded. The present situation of safety production standardization at home and abroad is analyzed in detail, and related concepts and theories such as standard, standardization, safety standard, safety standard system and safety production standardization are defined. In this paper, the general situation of TY Iron and Steel Company is summarized, and the present situation of safety management, organization, production environment, production equipment, safety education and training, and the safety hidden trouble of field equipment are analyzed. Thirdly, under the guidance of the theory of accident cause PDCA and the basic Standard of Enterprise Safety production Standardization (AQP / T9006-2010), the actual situation of TY Iron and Steel Company is fully combined. In accordance with the PDCA model after preparation, education and training, current situation combing, planning and standard system revision stage, TY company safety production standards system has been established. At the same time, in order to ensure the effective implementation of the company safety production standard system, according to the preparation, implementation, The stage of supervision, inspection, improvement and improvement provides a guarantee for the implementation of the standard. Finally, through the establishment and implementation of the safety production standard system of TY Iron and Steel Company, the results are evaluated by the method of investigation and data analysis. It has achieved the reduction from the lowest injury rate of 1, 000 people in the first half of last year to 1.7 鈥
