DM发电公司绩效管理体系优化研究

【摘要】:2014年3月,政府工作报告提出开工一批水电项目的施政方针,明确在今后一个阶段,我国将大力支持和鼓励水电行业发展,这既是水电企业的发展机遇,也带来了冲击和挑战。随着我国电力体制改革的不断深化,众多小型水力发电企业将面临着更残酷的市场环境,若要求得生存与发展,就必须加倍重视公司的人力资源管理。而良好的绩效管理体系是做好公司人力资源管理的必要条件,对实现企业的战略目标具有极为重要的意义。 本文对国内外绩效管理理论进行综述,对一些同类企业绩效管理经验加以借鉴,阐述了关键绩效指标(KPI),平衡计分卡(BSC)理论等当今较为流行的绩效管理方法。本文以DM发电公司作为研究对象,系统地介绍该公司的绩效管理现状,剖析该公司绩效管理存在的问题;重点运用关键绩效指标体系(KPI)和平衡计分卡法(BSC)等多项绩效考核的技术和方法,提出DM发电公司绩效管理体系优化设计方案,使激励资源发挥最大的效用,最大限度地调动员工的积极性,充分挖掘企业内部的潜力,并提出确保新的绩效管理体系有效实施的保障措施。 本文对DM发电公司绩效管理体系的探索,对优化小型水力发电企业绩效管理体系具有一定的理论意义与实践指导作用。
[Abstract]:In March 2014, the government work report put forward the policy policy of starting a number of hydropower projects. It is clear that in the next stage, China will vigorously support and encourage the development of the hydropower industry, which is an opportunity for hydropower enterprises to develop. With the deepening of China's electric power system reform, many small hydropower enterprises will be faced with a more brutal market environment, if the demand for survival and development, It is necessary to pay more attention to the human resource management of the company, and a good performance management system is the necessary condition to do well the human resource management of the company, and it is of great significance to realize the strategic goal of the enterprise. This paper summarizes the theory of performance management at home and abroad, and draws lessons from the performance management experience of some similar enterprises. In this paper, the key performance index (KPI) and the balanced Scorecard (BSCC) theory are described. The current performance management situation of DM power generation company is systematically introduced in this paper, taking DM power generation company as the research object. This paper analyzes the problems existing in the performance management of the company, and puts forward the optimal design scheme of the performance management system of the DM power generation company by using the key performance index system (KPI) and the balanced scorecard method (BSCS) and other techniques and methods. To maximize the utility of incentive resources, mobilize the enthusiasm of employees to the maximum, fully tap the potential of the enterprise, and put forward the guarantee measures to ensure the effective implementation of the new performance management system. This paper explores the performance management system of DM power generation company and has a certain theoretical significance and practical guidance to optimize the performance management system of small hydropower enterprises.
