【摘要】：随着经济的快速发展,区域间的经济发展差距逐渐明显。东部地区依托着优越的地理位置和开放的经济政策,实现了劳动力和产业的快速集聚。中部和西部由于多年受“政策”的冷落,经济发展缓慢,产业集聚性不强。但近几年,随着东部地区经济快速发展,生产成本不断升高,落后的产业结构已不能适应经济发展的要求。同时,中西部地区由于产业“缺位”,经济发展动力不强,亟需转入产业为经济发展注入活力。为此,通过制造业区域转移,释放东部地区的边缘性产业,增强中西部地区产业集中水平,成为协调东中西发展的有效措施。基于此,本文首先对国内外有关制造业区域转移的研究文献进行回顾和评述。在此基础上,对制造业区域转移进行宏观到微观的理论研究。根据新经济地理学理论,着重分析制造业区域转移微观动力机制。然后对我国制造业区域转移现状进行分析,并着重分析江苏省南北地区产业转移、广东省产业转移、重庆承接沿海产业转移和皖江城市带产业转移四个地区的产业转移情况。通过分析表明,产业转移的形式主要通过跨区域投资来实现,通过共建产业园区实来现产业的承接,产业转移对承接地的经济拉动效果显著。同时本文还从产业配套能力、政策导向、运输成本、环境保护四个方面对制造业区域转移所存在的问题进行总结分析。分析表明,我国制造业区域转移存在着产业承接地配套能力不足,市场机制不健全,政府干预过多,运输成本高,承接地环境污染严重等问题。为进一步研究我国制造业区域转移的现状。本文基于偏离一份额分析的思想,通过定义区域偏离分量和产业结构分量,并以28个制造业产值增加值为变量,对2006—2011年中国八大区域间产业转移进行定量测度。研究表明,2006～2011年期间,我国制造业转移的总体趋势是以中西部地区相近梯度间扩散式转移为主,以沿海地区集聚式转移为辅。东部和北部沿海区域的制造业发展已经减缓,中部和西部已经成为制造业集中发展的主要区域。从总体趋势来看,制造业已经向中西部地区转移,但是全国大范围的产业转移并没有出现。接着本文根据产业转移定量测度的结果,选取九个转移明显的产业,通过构建面板数据模型,对影响产业转移的因素进行回归分析。结果表明,劳动密集度、资金密集度、技术密集度和交通密集度对于制造业区域转移具有明显的推动作用。最后,本文从完善中西部投资环境,改善交通运输条件,提高承接地劳动力素质、降低人力资本转移粘性,科学引导产业布局四个方面对促进制造业区域转移提出具体的政策建议。
[Abstract]:With the rapid development of the economy, the gap of economic development between regions is gradually obvious. The eastern region is relying on its superior geographical position and open economic policies. The central and western regions have been neglected for many years by "policies", economic development is slow, and industrial agglomeration is not strong. But in recent years, with the rapid economic development of the eastern region, the production costs have been rising. The backward industrial structure can no longer meet the requirements of economic development. At the same time, due to the absence of industry and the lack of impetus for economic development in the central and western regions, there is an urgent need to turn to industry to inject vitality into economic development. The release of marginal industries in the eastern region and the enhancement of the level of industrial concentration in the central and western regions have become effective measures to coordinate the development of the East and the West. In this paper, firstly, the domestic and foreign literatures on regional transfer of manufacturing industry are reviewed and reviewed. On the basis of this, the theory of regional transfer of manufacturing industry is studied from macro to micro. According to the theory of new economic geography, The micro dynamic mechanism of regional transfer of manufacturing industry is emphatically analyzed. Then, the present situation of regional transfer of manufacturing industry in China is analyzed, and the industrial transfer in the north and south of Jiangsu Province and in Guangdong Province is also analyzed. Through the analysis, it is shown that the form of industrial transfer is mainly realized through cross-regional investment, and the industrial transfer is realized through the co-construction of industrial parks. At the same time, the paper summarizes and analyzes the problems existing in the regional transfer of manufacturing industry from four aspects: industry supporting ability, policy direction, transportation cost and environmental protection. The regional transfer of manufacturing industry in our country has the following problems: insufficient supporting capacity of industry to undertake, imperfect market mechanism, excessive government intervention and high transportation cost. In order to further study the current situation of regional transfer of manufacturing industry in China, based on the idea of deviation one share analysis, this paper defines the regional deviation component and industrial structure component by the definition of regional deviation component and industrial structure component. Taking the value added of 28 manufacturing industries as variables, the paper measures the industrial transfer among eight regions in China from 2006 to 2011. The results show that: from 2006 to 2011, The general trend of the transfer of manufacturing industry in China is dominated by the similar gradient diffusion transfer in the central and western regions, supplemented by the agglomeration transfer of the coastal areas. The development of manufacturing industry in the eastern and northern coastal regions has slowed down. The central and western regions have become the main areas of concentrated development of the manufacturing industry. Judging from the overall trend, the manufacturing industry has shifted to the central and western regions. However, there is no large-scale industrial transfer in China. Then, according to the results of quantitative measurement of industrial transfer, this paper selects nine industries with obvious transfer, and constructs panel data model. Regression analysis of the factors affecting industrial transfer shows that labor intensity, capital intensity, technology intensity and traffic intensity have a significant impact on the transfer of manufacturing regions. This paper puts forward concrete policy suggestions on promoting the regional transfer of manufacturing industry from four aspects: perfecting the investment environment of the central and western regions, improving the transportation conditions, improving the quality of the labor force in the place of undertaking, reducing the stickiness of the transfer of human capital, and scientifically guiding the industrial layout.
