基于SWOT分析的大庆油田发展战略研究

【摘要】:在国际国内市场一体化、世界经济全球化过程加剧的今天,我国石油工业面临的生存与发展挑战更加严峻。大庆石油管理局作为中国石油工业的排头兵,经过1998年和1999年石油行业两次大规模的重组,生产经营情况变化巨大。基于可持续发展的战略和适应新形势思考,本文针对当前大庆石油管理局竞争优势不突出以及业务结构不合理两个问题,结合中国石油工业的发展改革,对大庆石油管理局的内部因素以及外部经营环境进行了系统的分析,重点针对生产要素供应、行业性质、目标市场、竞争对手和对各项业务的影响进行了深入研究。 本文首先介绍了战略管理理论的主要理论、当前国外战略管理理论的发展过程和前景,并简要回顾了战略管理理论在我国的研究和应用。其次,简要分析了大庆石油管理局所处的宏观环境和行业环境的一般要素,,对企业外部环境的机遇与威胁,并对企业现状和能力等内部条件作了介绍和分析,明确了企业发展的现实条件,为企业确定发展战略提供了基础。最后,分别从总体战略、竞争战略和职能战略三个层次提出了战略选择建议。指出总体战略应选择发展战略,提出了发展战略的方针和目标。在对企业业务进行分析的基础上,提出了企业业务组合,各主要业务的竞争战略选择。同时,提出了保证总体战略和竞争战略的实施必须进行体制创新、技术研究、市场开发、人力资源开发、企业文化建设等职能战略和措施建议。
[Abstract]:Today, with the integration of international and domestic markets and the intensification of the process of world economic globalization, the survival and development challenges faced by China's petroleum industry are even more severe. As the vanguard of China's oil industry, Daqing Petroleum Administration Bureau, After two large-scale restructuring of the petroleum industry in 1998 and 1999, the situation of production and operation has changed greatly. Based on the strategy of sustainable development and adaptation to the new situation, This paper aims at two problems: the competitive advantage of Daqing Petroleum Administration Bureau is not outstanding and the business structure is unreasonable, combining with the development and reform of China's petroleum industry, This paper makes a systematic analysis on the internal factors and external operating environment of Daqing Petroleum Administration Bureau, focusing on the factors of production supply, the nature of the industry, the target market, the competitors and the influence on the various business. This paper first introduces the main theories of strategic management theory, the development process and prospect of foreign strategic management theory, and briefly reviews the research and application of strategic management theory in China. This paper briefly analyzes the general elements of the macro environment and industry environment of Daqing Petroleum Administration Bureau, the opportunities and threats to the external environment of the enterprise, and the internal conditions such as the present situation and the ability of the enterprise. This paper clarifies the realistic conditions of enterprise development, and provides the basis for enterprises to determine their development strategy. Finally, the paper puts forward some suggestions on strategic choice from three levels: overall strategy, competition strategy and functional strategy. It points out that the overall strategy should be chosen as the development strategy. On the basis of analyzing the business of the enterprise, the paper puts forward the business combination of the enterprise, the competitive strategy choice of the main business. At the same time, Some suggestions are put forward to ensure the implementation of overall strategy and competition strategy, such as system innovation, technical research, market development, human resource development, enterprise culture construction and so on.
