基于供应链信息集成的海外工程项目物资保障模式研究

【摘要】:对于石油海外工程项目来说,在项目生命周期的各个阶段,物资保障进行的是否顺利,关系到工程项目能否顺利实施,进而影响到我们石油企业在国际市场上的经济效益与信用水平。海外工程项目地域的特殊性,使其物资保障具有不同于国内工程项目的物资保障的一些特点。例如,长距离运输(海运)带来的各种高额成本与风险、多变的区域环境(政治环境)都给物资保障的运行带来一定的困难。 X石油集团最初海外工程业务的开拓主要以各油田企业为主,没能发挥集团的整体优势。重组之后,成立了归口管理海外工程业务的国际石油工程公司,理顺了上游海外工程业务管理体制,即统一进行物资装备的计划与采购、国内验收标准与程序、国际运输、清关与仓储、海外基地建设与管理。这些措施的实施,势必要在各油田企业间建立一个联络的平台。 本文以X石油的海外工程项目E-P-C项目为研究对象。运用供应链、供应链集成、供应链信息管理的基本理论,对X石油E-P-C项目原有的物资保障运行现状进行了分析,指出原有模式的特点及存在的问题,然后提出了基于供应链信息集成的物资物资保障新模式。即在供应链信息集成的基础上,在X石油进行海外工程的各企业以及与其关联的供应链企业间建立一个信息共享的平台,以保证物资需求、库存、运输等相关信息在供应链上进行高效地传递、处理,最终保证工程项目的顺利完工。
[Abstract]:For overseas petroleum engineering projects, whether or not the material support is carried out smoothly at all stages of the project life cycle is related to the smooth implementation of the project. This will affect the economic benefit and credit level of our petroleum enterprises in the international market. The particularity of overseas engineering projects makes their material support have some characteristics different from those of domestic engineering projects. For example, The high cost and risk brought by long distance transportation (sea transportation) and the changeable regional environment (political environment) bring some difficulties to the operation of material support. X Petroleum Group initially developed its overseas engineering business mainly by various oil field enterprises, failing to give full play to the group's overall advantages. After the reorganization, an international petroleum engineering company was set up to manage overseas engineering business. Straightening out the upstream overseas engineering business management system, that is, unified planning and procurement of materials and equipment, domestic acceptance standards and procedures, international transportation, customs clearance and warehousing, construction and management of overseas bases, implementation of these measures, It is necessary to establish a platform for communication between oil field enterprises. Based on the basic theory of supply chain, supply chain integration and supply chain information management, this paper analyzes the current situation of material support operation of X Petroleum E-P-C project, taking the overseas project of X Petroleum as the research object, and using the basic theory of supply chain, supply chain integration and supply chain information management. This paper points out the characteristics and existing problems of the original model, and then puts forward a new model of material support based on supply chain information integration, that is, on the basis of supply chain information integration, To establish a platform for information sharing among the companies engaged in overseas projects and their associated supply chain enterprises in order to ensure the efficient transmission and processing of relevant information on the supply chain, such as material demand, inventory, transportation, etc. Finally ensure the smooth completion of the project.
