济南四建集团管理信息化建设研究

【摘要】:市场经济的发展,使建设行业的竞争日趋激烈,同时,随着现代工程建设项目规模的不断扩大,施工技术难度与质量的要求不断提高,建设领域施工管理的复杂程度和难度也越来越高,传统的管理理念和手段已无法适应快速发展的要求,施工企业必须进行管理创新和信息化建设,利用现代化的技术手段来提高企业的管理水平,降低成本,提高工作效率。 为了适应当前建筑市场环境,济南四建集团信息化建设以实际需求及应用现状,结合“房建工程施工总承包特级企业资质标准信息化考评”的考核点及考核内容,与中国建筑科学研究院合作开发建设企业PKPM综合管理信息系统。 本文通过大量的项目实例分析,企业PKPM综合管理信息系统主要解决了企业当前面临的三大问题:管理问题、业务问题、决策支持。在管理问题方面,传统的人工传递时间周期长、速度慢、信息滞后,待信息传递到公司或分公司时已经是过时的信息。企业在实施信息化后,信息传递迅速,传递的信息可以进行分类、汇总和统计,便于企业的决策者和管理者及时了解项目发生的实际情况。同时信息化系统统一了企业的资源管理体系,防止信息资源不统一造成的工作重叠。在业务问题方面,企业信息化系统的实施,有效地改进了业务部门的工作负担,降低人工劳动的工作量,将反复的计算交由计算机系统来处理,是人工从繁杂的计算工作中解放出来,将更多的精力放在业务管理上,保证原始业务数据的准确性、可靠性和及时性。在决策支持方面,通过使用企业信息化管理系统,可以使汇总的统计数据快速地进行追溯,及时使决策者和管理者了解项目生产的实际工作情况,为企业的决策者和管理者提供良好的决策支持和相关的统计指标,可以快速为项目的生产和经营提供决策参考。 企业PKPM综合管理信息系统建设主要有以下几个组成部分: 1、基础硬件、安全网络及信息化软环境建设 2、基础平台建设 3、企业信息门户网站建设(EIP) 4、办公自动化系统建设(OA) 5、企业项目管理系统建设(PM) 6、人力资源管理系统建设(HR) 7、档案资料管理系统建设 8、财务管理系统建设(FM) 9、设计管理系统建设 10、决策支持(DDS) 在系统设计时,结合施工企业的管理现状并结合有关规范、管理目标、信息化要求进行优化组合,以建筑项目整个生命周期为基础,涵盖了从投标分析、施工管理到企业效益控制、企业信誉保障的全过程动态管理,实现公司与各个项目的协同工作。 作为山东省优秀建筑施工总承包企业,济南四建集团一直秉承着“高素质、精细化、低成本”的管理理念,通过开展申报房建工程施工总承包特级资质,企业加快转型升级的步伐。企业信息化建设不仅是施工总承包特级资质的一项重要指标,同时也是企业提高管理水平,降低管理成本,改善管理手段的具体实施方案。企业通过大力推进信息化系统的建设和应用,已经形成以集团办公和建设工程项目综合管理信息系统为核心,实现集团办公和建设工程项目、人力资源管理、档案管理、电子商务、知识管理数据集中管理、全局共享等,满足集团各级管理办公和建设工程项目的需求,加强集团对各板块业务、区域项目的管理和监控,为本集团领导的决策和建设工程项目监督管理提供所需的数据分析和支持。
[Abstract]:The development of market economy, the construction industry is becoming increasingly fierce, at the same time, with the development of modern engineering construction project continues to expand the scale, the difficulty of construction technology and quality requirements continue to increase, the complexity and difficulty of construction management in the field of construction is also more and more high, the traditional management ideas and methods have been unable to adapt to the requirements of rapid development. The construction enterprises must carry out management innovation and information construction, the use of modern technology to improve the management level of enterprises, reduce the cost, improve work efficiency.
In order to adapt to the current construction market environment, Ji'nan Sijian construction based on the actual demand and application status, combined with the "information assessment qualification standards of housing construction general contracting enterprise evaluation and assessment content, cooperation and China Research Institute of building science development and construction enterprise PKPM integrated management information system.
In this paper, through the analysis of a large number of project examples, enterprise PKPM integrated management information system mainly solves three problems: enterprises are facing the management problems, business problems, decision support. In the management problems, the traditional manual transmission time cycle is long, slow speed, information lag, the transmission of information to the company or branch already the information is out of date. In the implementation of enterprise informatization, information transfer rapidly, information can be classified, and summary statistics, for business decision-makers and managers to understand the actual situation of the project. At the same time the information system of unified enterprise resource management system, to prevent the unified information resource caused by the duplication of work. In business, the implementation of enterprise information system, effectively improve the business sector work burden, reduce labor workload, the calculation will be repeated by the meter The computer system to deal with, is free from artificial time-consuming calculation, will focus more on business management, to ensure the accuracy of the original business data, reliability and timeliness. In decision support, through the use of enterprise information management system, can quickly make retrospective statistics summary, timely make decisions researchers and managers to understand the actual situation of project production, provide a good decision support and related statistical indicators for enterprise decision makers and managers can quickly provide references for project production and management.
The construction of the PKPM integrated management information system is mainly composed of the following components:
1, basic hardware, security network and information soft environment construction
2, the construction of the basic platform
3, enterprise information portal website construction (EIP)
4, construction of office automation system (OA)
5, the construction of enterprise project management system (PM)
6, the construction of human resource management system (HR)
7, the construction of the archival data management system
8, the construction of financial management system (FM)
9, the construction of design management system
10, decision support (DDS)
In system design, combined with the management status of construction enterprises and combined with the relevant specifications, management objectives, information required to optimize the combination with building the life cycle of the project as the basis, ranging from analysis of bids, construction management to the enterprise benefit control, dynamic management of the whole process of enterprise credit guarantee, realize collaborative work with each project company.
As the Shandong Province outstanding construction general contracting enterprises, Ji'nan Construction Group has been adhering to the "high-quality, fine, low cost" management philosophy, by carrying out the declaration of housing construction general contracting qualification, enterprises to accelerate the pace of transformation and upgrading. The enterprise information construction is not only an important indicator of construction general contracting qualification at the same time, but also improve the level of management, reduce management costs, improve management of the specific implementation plan. By vigorously promoting the construction and application of enterprise information system, has been formed in group office and construction project management information system as the core, to achieve the group office and construction project, human resources management, archives management, e-commerce knowledge management, data management, global sharing, meet the needs of the group at all levels of management office and the construction of the project, to strengthen the group The management and monitoring of regional projects and regional projects provide the data analysis and support for the decision-making of the group and the supervision and management of the construction projects.
