矿业形势新常态下中国稀土产业发展的管理政策探讨

【摘要】：我国于2015年起被迫取消稀土出口配额制度,加上国家经济放缓,稀土行业发展面临前所未有的挑战。我国经济进入新常态下的稀土行业受到较大影响,市场对稀土产品的需求大幅下滑,如何在配额取消后通过调整行业管理来应对市场及产业形势的变化至关重要。本文通过分析新常态背景下国内稀土产业运行情况,以及WTO裁决对我国稀土行业管理政策的影响等,从战略规划、监管体系、环境保护及产业结构等方面提出了在新形势下我国稀土产业管理政策调整的建议。
[Abstract]:China was forced to abolish its quota system for rare earths exports in 2015, and the country's economy is slowing, and the development of the rare earths industry is facing unprecedented challenges.The rare earth industry in the new normal is greatly affected and the market demand for rare earth products has dropped sharply. It is very important to adjust the industry management after the quota cancellation to cope with the change of market and industry situation.Based on the analysis of the operation of the rare earth industry in China under the background of the new normal and the influence of the WTO ruling on the management policy of the rare earth industry in China, this paper analyzes the strategic planning and regulatory system.Suggestions on the adjustment of the management policy of rare earth industry in China under the new situation are put forward in the aspects of environmental protection and industrial structure.
