【摘要】:在动态变化的市场环境中,动态管理能力被认为是企业得以持续发展的基础能力。人力资源作为企业的第一生产要素,在动态能力管理中居于核心地位。因此,随企业经营环境的变化,注重对变化特点的认识了解,使企业的任务、目标及相关岗位和机构设置间关系也随之调整,使组织结构顺应趋势、发挥人力资源潜力,是企业最具价值的管理能力。本文以XN公司矿区服务系统人力资源配置为研究对象。根据国家宏观政策变化和企业战略调整对系统人力资源配置提出的新要求,采用访谈、问卷和数据分析等研究方式,对系统人力资源配置现状及问题进行探讨,就新形势下如何优化人力资源配置进行方案设计,并在局部进行了验证,对于全系统的推广和类似企业的借鉴运用都有积极的实践价值。本文共分六个部分,第一部分为绪论,阐明本次研究的背景、内容和方法;第二部分是文献综述,主要研究与阐述了人力资源的定义和结构特征、员工行为和员工激励的理论、人力资源配置的定义和原则、一般类型的人力资源配置设计、人力资源成熟度模型的基本思想等;第三部分是人力资源配置现状及问题分析,主要是分析评价XN公司矿区服务系统人力资源配置的现状,并对存在的问题进行分析;第四部分是人力资源配置优化的设计,主要阐述了人力资源配置优化设计的目标、原则、标准和具体的方案;第五部分是对设计方案的局部实践,介绍了在川中公管中心对设计方案的实际运用及阶段性效果评估;第六部分是结论与讨论。
[Abstract]:In the dynamic changing market environment, the dynamic management ability is regarded as the basic ability for the sustainable development of enterprises. As the first factor of production, human resource occupies the core position in dynamic capability management. Therefore, with the change of the business environment, we should pay attention to the understanding of the characteristics of the change, so that the tasks, objectives and the relationship between the related posts and institutions can be adjusted, so that the organizational structure can adapt to the trend and bring into full play the potential of human resources. Is the enterprise most valuable management ability. In this paper, the XN mining service system human resource allocation as the research object. According to the new requirement of the system human resource allocation put forward by the change of the national macro policy and the adjustment of the enterprise strategy, the present situation and problems of the system human resource allocation are discussed by the methods of interview, questionnaire and data analysis. How to optimize the allocation of human resources under the new situation is designed and verified in part, which has positive practical value for the promotion of the whole system and the reference of similar enterprises. This paper is divided into six parts, the first part is an introduction to clarify the background, content and methods of this study, the second part is a literature review, the main research and elaboration of the definition and structural characteristics of human resources, employee behavior and employee motivation theory, The definition and principle of human resource allocation, the general design of human resource allocation, the basic idea of human resource maturity model, etc. It mainly analyzes and evaluates the present situation of human resource allocation in XN mining area service system and analyzes the existing problems. The fourth part is the design of human resource allocation optimization, which mainly expounds the objectives and principles of human resource allocation optimization design. The fifth part is the partial practice of the design scheme, which introduces the practical application and stage effect evaluation of the design scheme in the center of public administration in Sichuan; the sixth part is the conclusion and discussion.
