辽河油田公司绿色企业发展策略研究

【摘要】：自20世纪中叶以来，生态环境一直是和发展并行的重要主题，追求经济现代化与环境现代化的和谐统一，已经成为人们的共识，绿色经济的浪潮冲击和改变着传统的企业发展模式和经营管理理念。在这一大背景下，绿色企业不仅已成为企业发展的一种新趋势，而且也突破了“绿色企业是生产绿色产品的企业”这一概念界限，使其成为企业可持续发展、增强竞争力的一个基本切入点。在我国，实施可持续发展战略是企业发展的必然选择。本文在借鉴国内外绿色企业建设相关研究的基础上，阐述了绿色企业的内涵和基本特征，从过程和结果两个角度概述了绿色企业建设和评价的基本理论。以绿色GDP核算体系为宏观理论依据，能源企业绿色评价体系为微观实践参考，充分考虑辽河油田公司作为中国石油集团所属的一个地区性分公司这样一个国有非法人能源生产经营单位的特点，以实物指标的评价考核为主，，设计了一个以油田绿色指数为综合评价指标，资源开发与利用、环境保护、循环利用、经济效益、社会责任为内容，包括23个具体考核评价指标的绿色油田建设评价考核体系。在此基础上，应用层次分析法（AHP）对指标权重进行确定，构建了基于线性加权综合评价法的绿色企业建设评价模型。通过对2012年辽河油田公司绿色企业建设水平评价，找出了存在的问题，并对产生问题的原因进行了分析。在总结国内部分能源生产单位创建绿色企业经验的基础上，针对辽河油田绿色企业建设存在的问题及原因，提出辽河油田绿色企业发展的基本策略。
[Abstract]:Since the middle of the 20th century, ecological environment has been an important theme parallel with development. It has become a common understanding to pursue the harmony and unity of economic modernization and environmental modernization. The tide of green economy impacts and changes the traditional enterprise development mode and management idea. Under this background, green enterprise has not only become a new trend of enterprise development, but also broke through the concept of "green enterprise is the enterprise producing green product", making it become the sustainable development of enterprise. A basic entry point for enhancing competitiveness. In China, the implementation of sustainable development strategy is an inevitable choice for enterprise development. Based on the related research of green enterprise construction at home and abroad, this paper expounds the connotation and basic characteristics of green enterprise, and summarizes the basic theory of green enterprise construction and evaluation from the view of process and result. The green GDP accounting system is taken as the macroscopic theoretical basis, and the green evaluation system of energy enterprises is taken as the micro practical reference. Fully considering the characteristics of Liaohe Oilfield Company as a state-owned unincorporated energy production and management unit as a regional branch of the China National Petroleum Group, and focusing on the evaluation and assessment of physical indicators, A green oil field construction evaluation assessment system is designed, which takes the green index of oil field as comprehensive evaluation index, resource development and utilization, environmental protection, recycle utilization, economic benefit and social responsibility as the content, including 23 concrete assessment indexes. On this basis, the weight of the index is determined by the Analytic hierarchy process (AHP), and a green enterprise construction evaluation model based on the linear weighted comprehensive evaluation method is constructed. Based on the evaluation of the construction level of green enterprises in Liaohe Oilfield Company in 2012, the existing problems are found and the causes of the problems are analyzed. On the basis of summing up the experience of establishing green enterprises in some domestic energy production units and aiming at the existing problems and reasons in the construction of green enterprises in Liaohe Oilfield, this paper puts forward the basic strategies for the development of green enterprises in Liaohe Oilfield.
