日本的海外能源开发与投资及其启示

【摘要】：为促进能源供给的多元化和稳定性,海外能源开发与投资成为日本对外经济战略和外交政策的一个重要着力点,并呈现出地区多元化、开发自主化、主体协作化等特点。2011年东日本大地震尤其是福岛核泄漏事故,导致日本能源供需缺口急剧扩大,加之中国等新兴经济体对能源需求增加,日本进一步加大了实施"能源外交"的力度,积极促进能源来源多元化,提高海外自主开发能力,强化供应体系。日本海外能源开发与投资的发展变化,对日益"走出去"寻找能源资源的中国而言,具有一定的借鉴意义。
[Abstract]:In order to promote the diversification and stability of energy supply, overseas energy development and investment has become an important focus of Japan's foreign economic strategy and foreign policy. The 2011 East Japan earthquake, especially the Fukushima nuclear accident, has led to a sharp increase in Japan's energy supply and demand gap, as well as an increase in energy demand from emerging economies such as China. Japan has further strengthened its "energy diplomacy", actively promoted the diversification of energy sources, improved its ability to develop independently abroad, and strengthened its supply system. The development and changes of Japan's overseas energy development and investment are of great significance to China, which is increasingly "going out" to look for energy resources.
