黑龙江省装备制造业主导产业研究

【摘要】：黑龙江省作为老工业基地，在振兴东北老工业基地战略实施以来的近十年间得到了快速的发展。随着新兴高端战略性产业发展的不断推进，，抓住战略机遇期，凝聚传统优势，形成产业核心竞争力，不断推进产业升级，对黑龙江省装备制造业具有重大战略意义。本文通过对主导产业相关理论的梳理总结，选择市场需求、技术进步、产业关联度、比较优势与可持续发展基准作为选择黑龙江省装备制造业主导产业的指标体系；通过对黑龙江省装备制造业的规模、效益、组织结构等多角度的现状比较分析，明确了黑龙江省装备制造业总体发展状况。在此基础上，确立了电气机械及器材制造业和专用设备制造业作为黑龙江省装备制造业的主导产业。进一步，在借鉴美、日、韩三国主导产业发展经验的基础上，结合产业发展实际，针对专用设备制造业，提出集中发展数控机床制造、煤矿综采设备制造、冶金专用设备制造、农业机械制造、石油装备制造以及环保专用设备制造、智能设备制造等重点领域；针对电气机械及器材制造业，提出高效能电机制造、大型发电设备及配套输变电设备制造以及半导体照明设备制造等重点领域。针对以上重点领域，需要强化政府为引导的产业发展平台建设，优化产业组织结构提升产业整体核心竞争力，加大金融财税扶持力度以引导主导产业良性发展，优化市场环境以增强区域互动与合作。
[Abstract]:Heilongjiang Province, as an old industrial base, has developed rapidly in recent ten years since the strategy of revitalizing the northeast old industrial base was put into practice. With the continuous development of the emerging high-end strategic industries, it is of great strategic significance for the equipment manufacturing industry of Heilongjiang Province to seize the strategic opportunity period, to consolidate the traditional advantages, to form the core competitiveness of the industry and to continuously promote the industrial upgrading. In this paper, we select market demand, technological progress, industrial correlation degree, comparative advantage and sustainable development benchmark as the index system to select the leading industry of the equipment manufacturing industry in Heilongjiang Province by combing and summarizing the related theories of leading industry. By comparing and analyzing the scale, benefit and organization structure of the equipment manufacturing industry in Heilongjiang Province, the overall development situation of the equipment manufacturing industry in Heilongjiang Province is clarified. On this basis, the electrical machinery and equipment manufacturing industry and the special equipment manufacturing industry are established as the leading industries of the equipment manufacturing industry in Heilongjiang Province. Further, on the basis of drawing lessons from the development experience of the leading industries of the United States, Japan and South Korea, and combining the industrial development reality, aiming at the manufacturing of special equipment, it is proposed to concentrate on the development of NC machine tool manufacturing, coal mine fully mechanized coal mining equipment manufacturing, metallurgical special equipment manufacturing, Agricultural machinery manufacturing, petroleum equipment manufacturing, special equipment manufacturing for environmental protection, intelligent equipment manufacturing and other key areas; for electrical machinery and equipment manufacturing, high efficiency motor manufacturing, Large-scale power generation equipment and related transmission and transformation equipment manufacturing and semiconductor lighting equipment manufacturing and other key areas. In view of the above key areas, it is necessary to strengthen the construction of government-led industrial development platform, optimize the industrial organizational structure and enhance the overall core competitiveness of the industry, and increase financial and tax support to guide the healthy development of the leading industry. Optimize the market environment to enhance regional interaction and cooperation.
