大庆市建筑业企业信用评价体系的构建与应用

【摘要】:建筑业作为国民经济的支柱产业,在国民经济中的地位和作用越来越突出,但在我国建筑业企业信用缺失现象还比较严重,不按规定配置建设资源、违反操作规程和标准施工建设、层层转包违法分包、拖欠工程款和农民工工资以及偷工减料以次充好等问题层出不穷。因此健全建筑业企业信用体系,建立一个较为先进的信用评价模型以及建立一个全面实用的信用评价信息化平台,可以打造良好的建筑业企业信用环境并合理配置资源。 通过采用层次分析法,寻求设计一套详细、科学、可操作的信用评价指标体系。在指标构造上,针对大庆市建筑业企业的实际情况,以施工企业的财务能力、企业资质、技术水平、质量安全、社会责任以及环境影响等方面具有建筑业企业特性的因素作为指标对象,构建出包含6个一级指标和22个二级指标的信用评价指标,其中结合国家正在大力提倡节能环保、节约资源和保护环境的建筑体系,选用“绿色建筑”作为指标体系中的一个重要维度指标,具体从节地与室内环境、节能与能源利用、节水和水资源利用、节材与材料资源利用和室内环境质量五个方面加以刻画,既丰富指标体系维度,又体现环境资源可持续发展要求。在确定权重上,借助层次分析法技术,并吸收专家意见和行业经验,应用两两对比法得出大庆市建筑施工企业信用指标体系下各指标的重要性比较矩阵。在实际评价操作中,首先确定信用评价体系指标评分细则,然后以两个一级企业资质等级施工企业为例,采用上述评价指标体系得出与现实相符评价结果,其次通过构建“大庆市建筑业企业信用监管平台”,利用数字信息化手段完成对信用评价基础数据的管理以及评价结果的输出和应用,,提高信用评价的工作效率和结果可靠性,并将信用评价结果作为市场准入、招标投标、资质资格、动态监督检查、创优评先的重要依据,实行差别化、有序化、系统化监管。
[Abstract]:As the pillar industry of the national economy, the construction industry plays a more and more important role in the national economy. However, the lack of credit of the construction enterprises in our country is still quite serious, and construction resources are not allocated in accordance with the regulations. In violation of operational regulations and standard construction, subcontracting and illegal subcontracting, arrears of construction and migrant workers' wages, as well as shoddy construction and other problems are emerging in endlessly. Therefore, to perfect the credit system of construction enterprises, to establish a more advanced credit evaluation model and to establish a comprehensive and practical information platform for credit evaluation can create a good credit environment for construction enterprises and allocate resources reasonably. By adopting the analytic hierarchy process (AHP), a detailed, scientific and operable credit evaluation index system is designed. In terms of index construction, in view of the actual situation of Daqing construction enterprises, the financial ability, enterprise qualification, technical level, quality and safety of construction enterprises are taken into account. The factors of social responsibility and environmental impact, which have the characteristics of construction enterprises, are taken as the target objects, and the credit evaluation indexes including 6 primary indexes and 22 secondary indexes are constructed, among which the country is vigorously promoting energy saving and environmental protection. In order to save resources and protect the environment, "green building" is chosen as an important dimension index in the index system, which includes land saving and indoor environment, energy saving and energy utilization, water saving and water resources utilization. The utilization of material and material resources and indoor environmental quality are described in five aspects, which not only enrich the dimension of index system, but also reflect the requirements of sustainable development of environmental resources. With the help of analytic hierarchy process (AHP) technique and expert opinion and industry experience, the importance comparison matrix of each index under the credit index system of construction enterprises in Daqing city is obtained by using the method of pairwise comparison. In the actual evaluation operation, we first determine the credit evaluation system index scoring rules, and then take two first-class enterprise qualification grade construction enterprises as an example, using the above evaluation index system to get the evaluation results in accordance with the reality. Secondly, through constructing "Daqing construction enterprise credit supervision platform", using digital information means to complete the management of the basic data of credit evaluation and the output and application of evaluation results, to improve the work efficiency and reliability of credit evaluation. The results of credit evaluation should be regarded as the important basis of market access, bidding, qualification, dynamic supervision and inspection, and evaluation of creation of excellence, so as to carry out differential, orderly and systematic supervision.
