我国肉制品安全管制效果研究

【摘要】:食品安全问题不但影响着广大群众的健康和安全,且对经济发展和社会稳定也起着不容忽视的重要作用。肉制品作为食品消费结构的重要组成部分,其质量安全问题显得尤为重要。中国是当前世界上最大的肉制品生产国和消费国,无论国内市场的需求量,还是国际市场的需求量,都在逐年攀升,内销和出口量随之不断增加,极大地推动了我国肉制品工业的发展。与此同时,为保障肉制品的质量安全,我国已经建立并逐步完善了管制机构的设置,出台了一系列肉制品安全管制相关的法律法规及标准体系,并不断完善和统一肉制品检测方法。但是整体而言,我国的肉制品安全管制并没有达到预期的理想效果,市场上私屠滥宰、注水肉、“瘦肉精”等违法事件依然时有发生。 基于此,本文试图以肉制品安全管制效果为切入点,对政府管制措施的实施效果进行实证研究,研究思路包括:首先,在绪论部分对选题背景及选题意义做了简要阐述,概括了论文的研究内容、所用到的研究方法及创新点。第二部分介绍了国内外肉制品安全管制的研究现状,并且归纳总结了国内外学者在食品安全管制模式、食品安全管制效果影响因素、食品安全管制效果评价指标体系、食品安全管制效果评价方法研究等领域的研究现状。理论基础部分对肉制品安全管制的管制需求和供给理论进行了阐述,并在此基础上总结出了肉制品安全政府管制的运行机制;之后深入分析肉制品全产业链管制的作用机理,总结出肉制品安全管制效果的影响因素。文章第四部分分析了我国肉制品行业管制的历史沿革,并从管制立法,管制机构的变迁、管制手段及过程几个方面对肉制品安全管制的现状进行了分析,在此基础上初步得出了当前我国肉制品管制存在的主要问题。第五章在前述内容的基础上,对肉制品安全管制的效果进行实证分析。采用时间序列数据建立VAR管制效果评价模型,并说明各指标的设置依据及其数据来源;对模型结果进行格兰杰因果关系检验,,脉冲响应分析以及方差分析,分别研究了各管制指标与肉制品安全水平的因果关系,动态影响以及各指标的相对重要性,得出了肉制品安全管制效果的评价结论。最后结合肉制品安全管制的理论分析,现状分析以及实证分析,提出了提升我国肉制品安全管制效果的政策建议。 本文主要采用的研究方法是文献研究法、比较分析法以及实证分析法,其中实证研究是本文的重点。现有关于肉制品安全管制的研究中缺乏实证分析,本文则弥补了这方面的不足,在总结了肉制品安全管制效果及其影响因素的基础上,搜集相关数据,结合选取的影响因素指标,从微观层面上实证分析了各指标对肉制品安全管制效果的动态影响,使研究结果更加具有针对性,且对于肉制品安全管制政策的制定及其实施有着重要的参考价值。
[Abstract]:Food safety not only affects the health and safety of the masses, but also plays an important role in economic development and social stability. Meat products as an important part of food consumption structure, its quality and safety is particularly important. China is currently the largest producer and consumer of meat products in the world. Both the domestic and international market demand is rising year by year, and the domestic sales and export volume have been increasing. It has greatly promoted the development of meat products industry in China. At the same time, in order to ensure the quality and safety of meat products, China has established and gradually improved the establishment of regulatory agencies, and issued a series of laws, regulations and standards related to the safety control of meat products. And constantly improve and unify meat products detection methods. On the whole, however, the safety control of meat products in our country has not achieved the desired effect, and illegal incidents such as slaughtering, injecting meat and "lean meat essence" still occur from time to time in the market. Based on this, this paper attempts to take the effect of meat product safety regulation as the starting point to carry out an empirical study on the implementation effect of government regulatory measures. The research ideas include: first of all, in the introduction part, the background and significance of the topic are briefly described. The research contents, research methods and innovation points are summarized. The second part introduces the research status of meat product safety control at home and abroad, and summarizes the domestic and foreign scholars in food safety control model, food safety control effect factors, food safety control effect evaluation index system. Research status of food safety control effectiveness evaluation methods and other fields. In the theoretical foundation part, the control demand and supply theory of meat product safety regulation is expounded, and the operating mechanism of meat product safety government regulation is summarized, and the mechanism of the whole meat product industry chain regulation is analyzed. The factors influencing the safety control effect of meat products were summarized. The fourth part of the article analyzes the history of the regulation of meat products industry in China, and analyzes the present situation of the safety control of meat products from the aspects of the regulation legislation, the changes of the regulatory agencies, the means and the process of the regulation. On this basis, the main problems of meat products control in China are preliminarily obtained. The fifth chapter analyzes the effect of meat product safety regulation on the basis of the above mentioned contents. The evaluation model of VAR control effect is established by time series data, and the setting basis of each index and its data source are explained, and Granger causality test, impulse response analysis and variance analysis are carried out to the results of the model. The causality, dynamic influence and relative importance of each control index and the safety level of meat products were studied, and the evaluation results of the safety control effect of meat products were obtained. Finally, combined with the theoretical analysis, current situation analysis and empirical analysis of meat product safety control, the paper puts forward some policy suggestions to improve the effect of meat product safety control in China. The main research methods of this paper are literature research, comparative analysis and empirical analysis, among which empirical research is the focus of this paper. There is a lack of empirical analysis in the existing research on meat product safety control, and this paper makes up for the deficiency in this respect. On the basis of summarizing the effect of meat product safety control and its influencing factors, this paper collects relevant data. Combined with the selected influencing factors, this paper empirically analyzes the dynamic influence of each index on the safety control effect of meat products from the micro level, which makes the research results more targeted. And it has important reference value for the formulation and implementation of meat product safety control policy.
