A公司基于信息技术的采购管理策略研究

【摘要】:随着施工企业市场竞争日趋激烈,企业不断利用控制成本来获取经济效益,采购管理作为施工活动中的重要环节,对成本控制起着决定性因素。加强信息技术应用对提高采购效率,保证施工质量等方面发挥了积极作用,成为企业改善采购管理的重要抓手。 A公司作为国有建筑施工企业,已逐步意识到信息技术应用对采购管理的重要性,开始全面部署采购管理信息系统的建设。但在实际采购活动中,还存在着许多问题,例如采购模式选择不当导致资源浪费,供应商选择不当影响施工进度等。为进一步改进和完善采购管理,A公司应充分发挥信息技术带来的积极作用,针对A公司采购管理中的实际问题,对基于信息技术的采购管理策略进行了研究,以建立四个新的信息系统来改进原有采购管理信息系统,按照采购前后顺序分别对采购准备期、前期、中期、后期提出了不同的实施策略,追求采购管理信息一体化,力争实现执行高效化、管理科学化、决策最优化的总体目标,为A公司提高经济效益。采购准备期,采用了ABC分类法实施采购模式选择管理策略,提出建立物资采购模式选择信息系统,对采购物资进行分类,制定出混合采购模式具体实施策略。采购前期,采用层次分析法实施供应商选择评价管理策略,提出建立供应商管理信息系统,实行供应商分级管理策略,建立供应商进行评价与选择体系,并通过实例进行了验证。采购中期,采用零库存思想实施库存控制管理策略,提出建立库存控制管理信息系统,,对库存物资进行分类管控,形成循环盘点仓库机制。采购后期,采用模糊综合法实施采购绩效管理策略,提出建立采购绩效管理信息系统,完善了采购绩效评价指标体系,通过实例进行了模糊综合法的采购绩效评价。最后,从制度保障、人才保障和技术保障三个方面论述了采购实施策略的保障措施。 总之,采用信息技术手段在施工企业采购管理中的应用将成为企业必然的发展趋势。希望通过对A公司采购管理应用策略的研究,能够为施工企业采购管理领域提供一定的参考价值。
[Abstract]:With the increasingly fierce market competition of construction enterprises, enterprises constantly use cost control to obtain economic benefits. Procurement management, as an important link in construction activities, plays a decisive role in cost control. Strengthening the application of information technology has played a positive role in improving procurement efficiency and ensuring construction quality, and has become an important grasp of improving procurement management in enterprises. Company A, as a state-owned construction enterprise, It has gradually realized the importance of the application of information technology to procurement management, and started to deploy the construction of purchasing management information system. However, in the actual procurement activities, there are still many problems, such as improper selection of procurement mode leads to waste of resources, improper selection of suppliers affects construction progress and so on. In order to further improve and perfect the purchasing management, Company A should give full play to the positive role brought by information technology. Aiming at the actual problems in the purchasing management of Company A, the paper studies the purchasing management strategy based on information technology. By establishing four new information systems to improve the original procurement management information system, according to the order before and after procurement, the paper puts forward different implementation strategies to pursue the integration of procurement management information. Strive to achieve the overall goal of implementing high efficiency, scientific management, decision optimization, and improve economic efficiency for company A. In the period of purchasing preparation, the ABC classification is adopted to implement the strategy of purchasing mode selection and management, and the information system of material purchase mode selection is proposed. The material is classified and the concrete implementation strategy of mixed purchasing mode is worked out. In the early stage of purchasing, the management strategy of supplier selection evaluation is implemented by AHP, and the supplier management information system is established, and the supplier grading management strategy is implemented, and the supplier evaluation and selection system is established. It is verified by an example. In the middle of purchasing period, the idea of zero inventory is adopted to implement the strategy of inventory control and management, and the management information system of inventory control is put forward, and the inventory mechanism is formed by classifying and controlling the inventory materials. In the later stage of procurement, the fuzzy comprehensive method is used to implement the procurement performance management strategy, and the procurement performance management information system is proposed to perfect the index system of procurement performance evaluation, and the procurement performance evaluation of fuzzy synthesis method is carried out through an example. Finally, this paper discusses the security measures of purchasing implementation strategy from three aspects: system guarantee, talent guarantee and technical guarantee. In short, the application of information technology in the procurement management of construction enterprises will become the inevitable development trend of enterprises. It is hoped that the research on the application strategy of purchasing management of company A can provide some reference value for the field of procurement management of construction enterprises.
