环境规制与技术创新:来自中国省际工业行业的经验证据

【摘要】:地区之间的经济发展、空间集聚及污染扩散都有可能会造成空间相关性和异质性,为了克服传统计量方法分析区域问题时产生偏误,本文构建了空间计量模型,采用2001—2012年间我国30个省市的工业行业面板数据实证检验了环境规制对工业行业技术创新的影响,研究表明:全国、东部地区和西部地区的环境规制强度对工业行业技术创新的影响呈现U型关系,即随着环境规制强度的由弱变强,对技术创新水平产生先降低后提高的影响,而在中部地区,环境规制与技术创新之间的关系呈现线性关系,没有统计意义上的显著U型关系。因此,我国应适当提高环境规制强度,灵活运用各种规制工具,加强环境规制政策与技术创新政策的交互,并根据地区特点制定差异化的环境规制政策,从而有效推动我国工业行业的技术创新能力。
[Abstract]:Regional economic development, spatial agglomeration and pollution diffusion may result in spatial correlation and heterogeneity. In order to overcome the bias of traditional metrological methods in analyzing regional problems, a spatial measurement model is constructed in this paper. From 2001 to 2012, the panel data of 30 provinces and cities in China are used to test the impact of environmental regulation on technological innovation in industrial industry. The influence of environmental regulation intensity in eastern and western regions on technological innovation of industrial industry is U-shaped, that is, with the change of environmental regulation intensity from weak to strong, the level of technological innovation will be reduced first and then increased in the central region. The relationship between environmental regulation and technological innovation is linear, and there is no significant U-type relationship in statistical sense. Therefore, our country should properly improve the intensity of environmental regulation, flexibly use all kinds of regulatory tools, strengthen the interaction between environmental regulation policy and technological innovation policy, and formulate differentiated environmental regulation policy according to the regional characteristics. Thus effectively promote the technological innovation ability of China's industrial industry.
