基于物流金融的区域物流公共信息平台构建研究

【摘要】：区域物流公共信息平台是促进区域经济发展的重要手段,是加快发展现代物流产业的重要方法。随着多年来全国各地加大对物流公共信息平台的投入,如何构建高效的区域物流公共信息平台,明确区域物流公共信息平台的定位,选取有效的物流公共信息平台的运营模式,是当前物流信息化研究的主要方向。本文首先研究了国内外物流公共平台研究情况和应用现状。通过对国内外物流公共信息平台建设的理论的研究,分析了现有物流公共信息平台建设的不足,并界定了物流公共信息平台及物流金融的定义。其次,从服务对象和建设功能的角度全面系统的分析了物流公共信息平台建设的需求。然后,通过对典型物流公共信息平台的运营模式的分析,阐述了现有运营模式的优势和局限性,提出了基于物流金融模式下,物流公共信息平台的建设定位和运营策略,探讨了由政府、物流协会、企业三方参与的基于物流金融的区域物流公共信息平台的构建模式,分析了运营主体和业务流程以及信息系统的业务架构。最后,进行了实证研究,通过对内蒙古自治区交通物流信息化现状的调研,系统性的剖析了内蒙古自治区交通物流公共信息平台的建设需求,提出了内蒙古自治区物流公共信息平台的设计方案,并且分析了各个功能应用之间的逻辑关系。本文提出了在政府、协会、企业共同建设运营的区域物流公共信息平台的构建中,结合第三方物流企业的仓储监管机能,引入仓单质押方式的物流金融模式,拓展了物流公共信息平台解决区域内广大中小企业的融资业务,并提出基于物流金融的区域物流公共信息平台的构建方案。本文成果可以为区域物流公共信息平台的运营模式选取及平台构建提供理论指导和技术支撑。
[Abstract]:Regional logistics public information platform is an important means to promote the development of regional economy and an important method to accelerate the development of modern logistics industry. How to construct an efficient regional logistics public information platform, define the location of the regional logistics public information platform, and select an effective logistics public information platform operation mode are the main directions of the current logistics information research. This paper first studies the domestic and foreign logistics public platform research and application situation. Through the domestic and foreign logistics public information platform construction theory research, has analyzed the existing logistics public information platform construction insufficiency. And defined the logistics public information platform and the definition of logistics finance. Secondly, from the point of view of service object and construction function, the demand of logistics public information platform is analyzed. Then, through the analysis of the operation mode of typical logistics public information platform, this paper expounds the advantages and limitations of the existing operation mode, and puts forward the model based on logistics finance. The construction orientation and operation strategy of logistics public information platform are discussed, and the construction mode of regional logistics public information platform based on logistics finance is discussed, which includes government, logistics association and enterprise. The operation body, business process and business structure of information system are analyzed. Finally, the empirical study, through the Inner Mongolia Autonomous region traffic logistics information status investigation, systematically analyzed the Inner Mongolia Autonomous region traffic logistics public information platform construction needs. This paper puts forward the design scheme of logistics public information platform in Inner Mongolia Autonomous region, and analyzes the logical relationship between various functions and applications. In this paper, in the construction of regional logistics public information platform which is built and operated by government, association and enterprises, combined with the warehousing supervision function of third-party logistics enterprises, the logistics finance mode of warehouse receipt pledge is introduced. Expand the logistics public information platform to solve the financing business of the vast number of small and medium-sized enterprises in the region. The results of this paper can provide theoretical guidance and technical support for the operation mode selection and platform construction of regional logistics public information platform.
