【摘要】：近年来，全球化的环境问题日益突出，受到了各国的密切关注，环境恶化、气候变暖正在挑战着人类文明的发展。伴随着经济的迅猛发展，中国的环境问题也愈加严峻，水土流失、森林面积锐减、雾霾天气等无不困扰着人们的生活，制约着经济的发展，造成这些问题的主要原因是我们在发展经济的同时忽视对大自然的保护，粗放的开发方式破坏了生态系统的平衡，反之，环境的恶化势必阻碍经济的发展。面对如此严峻的环境问题和生存问题，各国学者专家都提出发展低碳经济是解决困局的唯一出路。我国政府也在环境保护和改善方面做了很多的努力，如上世纪八十年代提出的可持续发展战略，2003年的科学发展观等。在这种背景下，金融机构的社会责任和环境责任备受关注，通过金融机构的职能调整产业结构，实现经济的可持续发展成为各国政府解决经济与环境发展僵局的新途径。本文首先阐述了绿色信贷与产业结构调整的关系，从理论层面分析了绿色信贷调整产业结构的必要性和作用机制。其次，，主要对我国2007年以来绿色信贷的发展现状和存在的问题进行分析，并通过与国外相关先进经验的比较，找出我国绿色信贷工作中的不足和提升空间。最后，对绿色信贷的发展和更好地发挥其调整产业结构的作用提出了几点建议：推进绿色信贷法律体系的建设；建立差异化“两高”行业退出模式；完善绿色信贷与产业政策的对接机制；优化环保信息披露和共享机制；落实绿色信贷的政府激励措施；培养专门人才创新绿色信贷产品。本文尤其强调为落实“十二五”规划中转变经济发展方式的目标，实现经济的可持续发展，我国各政府职能部门应大力配合银行业的绿色信贷工作，拓展绿色信贷实施的广度和深度，充分发挥绿色信贷调整产业结构和保护环境的作用，开创经济与环境和谐发展新型道路。
[Abstract]:In recent years, the environmental problems of globalization have become increasingly prominent, received close attention of all countries, environmental degradation, climate warming is challenging the development of human civilization, along with the rapid development of the economy. China's environmental problems are becoming more serious, soil erosion, forest areas, haze weather and other people's lives, restricting the development of the economy. The main reason for these problems is that we ignore the protection of nature while we develop economy. The extensive way of development destroys the balance of ecosystem, vice versa. The deterioration of the environment is bound to hinder the development of the economy. Scholars and experts all over the world have proposed that developing low-carbon economy is the only way to solve the dilemma. Our government has also made a lot of efforts in environmental protection and improvement, such as the sustainable development strategy put forward in -20s. In 2003, the scientific development concept and so on. Under this background, the social responsibility and environmental responsibility of financial institutions have attracted much attention, and the industrial structure has been adjusted through the functions of financial institutions. The sustainable development of economy has become a new way for governments to solve the deadlock of economic and environmental development. This paper first expounds the relationship between green credit and the adjustment of industrial structure, analyzes the necessity and mechanism of green credit adjustment of industrial structure from the theoretical level. This paper mainly analyzes the current situation and existing problems of green credit in China since 2007, and compares it with the relevant advanced experience of foreign countries. Finally, some suggestions on the development of green credit and its role in adjusting the industrial structure are put forward: to promote the construction of green credit legal system; Establishing the "two high" industry withdrawal model; Perfecting the docking mechanism between green credit and industrial policy; Optimizing the mechanism of environmental information disclosure and sharing; Implementation of green credit government incentives; In order to realize the goal of transforming the mode of economic development in the 12th Five-Year Plan, this paper emphasizes the sustainable development of the economy. All government departments in China should cooperate with the green credit work of the banking industry, expand the breadth and depth of the green credit implementation, and give full play to the role of green credit in adjusting the industrial structure and protecting the environment. Create a new road for harmonious economic and environmental development.
