建设区域性产权交易市场问题研究——以河南省为例

【摘要】：产权交易市场是培育和发展具有中国特色的市场经济的产物,目前还没有形成全国统一的市场。河南省在建设区域性产权交易市场方面进行了开拓创新,取得了一定成绩,但也存在着一些宏观层面和微观层面的问题,包括没有把建设和完善资本市场提升到省级发展战略的高度、监管主体不明晰、交易规则不到位等。为更好地服务于中原经济区建设,应该明确指导思想和发展目标,由政府引导整合资源以实现统一市场,进行市场化运作改革,健全市场网络体系,建立多层次监管体系,规范交易行为,推进区域性乃至全国产权交易市场的建设。
[Abstract]:The property right transaction market is the product of cultivating and developing the market economy with Chinese characteristics and has not yet formed a unified national market. Henan Province has carried on the pioneering innovation in constructing the regional property right transaction market. Some achievements have been made, but there are still some problems at the macro and micro levels, including the failure to improve the capital market to the provincial level of development strategy, the main regulatory bodies are not clear. In order to better serve the construction of the Central Plains Economic Zone, the guiding ideology and development goal should be clearly defined, the government should guide the integration of resources to realize the unified market and carry out the market-oriented operation reform. We will improve the market network system, establish a multi-level supervision system, standardize transaction behavior, and promote the construction of regional and even national property rights trading markets.
