建行吉林省分行柜面风险管理改进研究

【摘要】:近年来,随着金融改革的不断发展和金融市场的不断开放,银行柜面业务的风险控制对于银行的资金安全、经营效益都会起到至关重要的作用。经营银行也就是在经营风险,在银行业务管理过程中,会暴露出某些柜面业务的风险隐患,其中大量案件均发生在柜面业务中,不仅涉案员工付出惨重的代价,而且给银行造成声誉风险和损失,甚至对银行的经营管理造成恶劣影响,案件的发生无一不反映出管理制度的松懈、内控制度的薄弱、员工教育的缺位、工作责任感的丧失;是长期疏于内控、风险长期积累的集中反映;对风险不重视、不敏感、不作为,内控管理不严,制度执行不利是案件爆发的真正内因。 本文作者根据实践经历,对建行吉林省分行柜面风险管理改进进行研究,通过理论与实践相结合,横向与纵向比较对吉林省建行柜面业务操作风险管理的现状,存在的问题进行分析,对银行柜面业务操作风险的特征以及其危害进行研究,,同时对柜面业务风险控制改进提出设计:一是对制度和流程进行改进、对业务检查进行强化、对柜面业务实施全流程、全方位监测、落实落实案防主体责任,严肃整改追责纪律等关键环节有效控制柜面风险;二是通过实施柜面业务前后台分离来改进柜面风险管理;三是创新开展柜面风险控制理念教育有效改进柜面风险控制。同时采取积极有效措施保障柜面风险控制改进。目的在于提升建行吉林省分行柜面业务服务能力、有效控制柜面业务风险。
[Abstract]:In recent years, with the continuous development of financial reform and the continuous opening of financial market, the risk control of bank counter business will play a vital role in the capital security and operation efficiency of banks. In the course of bank business management, some risks of counter business will be exposed. Among them, a large number of cases occur in counter business. Not only the staff involved pay a heavy price, but also the reputation risk and loss to the bank. The occurrence of cases reflects the lax management system, the weakness of internal control system, the absence of staff education, the loss of work responsibility, and the long-term neglect of internal control. The concentrated reflection of long-term accumulation of risks, the lack of attention to risk, insensitivity, inaction, lax internal control management and unfavorable system implementation are the real internal causes of the outbreak of cases. According to the practical experience, the author studies the improvement of the counter risk management of the Jilin Branch of China Construction Bank. By combining the theory with the practice, the author compares the current situation of the risk management of the counter business in Jilin Province with that of the vertical and horizontal. The existing problems are analyzed, the characteristics of the operational risk of bank's counter business and its harm are studied. At the same time, the design of improving the risk control of the counter business is put forward: first, the system and process are improved, and the business inspection is strengthened. Implement the whole process of counter business, omni-directional monitoring, implement the main responsibility of case prevention, strictly rectify and reform the key links such as responsibility discipline and other key links to effectively control the counter risk, second, through the implementation of the cabinet business front and back separation to improve the cabinet risk management; Third, innovating and developing the concept of counter risk control, effectively improving the counter risk control, and taking positive and effective measures to ensure the improvement of counter risk control. The purpose is to enhance the service capacity of the counter business of the Jilin Branch of CCB. Effectively control counter business risk.
