【摘要】：农业产业金融是整个现代金融体系中最为薄弱的环节，在农业产业化的进程中，农业企业不断向现代企业转变，，但是先前历史遗留的问题使得农业企业公司治理结构不规范、产权不清、流动资金先天不足，资本质量差、信用资质低，很难获得以商业银行为主体、间接融资为主的融资渠道的金融支持，融资环境十分恶劣。农业向产业专业化、现代化、社会化的转变和发展，打破了原有的农业产业边界，生产方式发生了变化，一个集生态保护、资源开发、原料供给、食物保障、经济发展复合型、多层次现代农业产业体系正在形成。随着城镇化过程中农村的劳动力流向城市，劳动力、土地、资金等生产要素不断流动、重新组合，新的金融需求随着农业产业化发展和农村的劳动力流向城市而产生。要解决农业企业产业化发展的融资问题，必须从实际出发，建立一个完善有效的农业产业金融体系，加快构建并不断完善农业产业发展经营相适应的金融体系，多管齐下，满足农业产业这种资金需求主体多样、多层次，周期长的金融需求，实现金融与农业产业的融合。农业产业金融体系作为现代产业金融体系的一部分,其存在和发展的全部意义在于扶持和依托农业产业化的发展,发展为本，金融为用，在融合中加快农业产业化的发展，是农业产业发展的金融解决方案。本文首先将查阅大量相关文献，对比了解国内外关于农业产业金融体系相关研究的现状。以我国农业产业金融体系的现状和局限为例，作为研究起点，运用层次分析法和序列分析法，主成分分析法，对现行的农业产业金融服务及政策体系进行分析和研究，对农业产业发展过程中资金需求规模不均、期限长、主体多元、结构复杂的多层次的资金需求，进行深入分析，找出农业、农村金融对农业产业化发展的不足，探讨实现农业产业发展与金融体系的最佳融合方案，研究金融与农业产业发展的相互融合，在融合中加快农业产业的发展，融通资本、整合资源，实现农业产业发展经营活动的资本化，为农业产业金融体系的研究提供研究依据和基础。
[Abstract]:Agricultural industry finance is the weakest link in the whole modern financial system. In the process of agricultural industrialization, agricultural enterprises are constantly changing to modern enterprises, but the problems left over by history make the governance structure of agricultural enterprises not standard. The property right is not clear, the liquidity is not natural enough, the capital quality is poor, the credit qualification is low, it is very difficult to obtain the financial support of the financing channel with commercial bank as the main body and indirect financing as the main body, and the financing environment is very bad. The transformation and development of agriculture towards industrial specialization, modernization and socialization has broken the original agricultural industrial boundaries and changed the mode of production. It is a complex pattern of ecological protection, resource development, raw material supply, food security, and economic development. The multi-level modern agricultural industry system is forming. With the rural labor flow to cities, labor force, land, capital and other factors of production continue to flow, recombination, new financial needs with the development of agricultural industrialization and rural labor flow to the city. In order to solve the financing problem of the industrialization development of agricultural enterprises, we must proceed from the reality, establish a perfect and effective agricultural industry financial system, speed up the construction and continuous improvement of the financial system suitable for the development and management of agricultural industry, and proceed in a multi-pronged manner. To meet the financial demand of agricultural industry, which is diversified, multi-level and long-cycle, the integration of finance and agricultural industry can be realized. As a part of the modern industrial financial system, the existence and development of the agricultural industry financial system has the full significance of supporting and relying on the development of agricultural industrialization, which is based on the development of finance, and accelerates the development of agricultural industrialization in the process of integration. Agricultural industry development is the financial solution. First, this paper will consult a large number of relevant literature to compare and understand the domestic and foreign agricultural industry and financial system related research status. Taking the present situation and limitation of agricultural industry financial system as an example, this paper analyzes and studies the current agricultural industry financial service and policy system by using the analytic hierarchy process (AHP), the sequence analysis method and the principal component analysis method. In the course of the development of agricultural industry, the capital demand is uneven in scale, long term, multiple main body, complex structure of the multi-level capital demand, in-depth analysis, to find out the agricultural, rural finance to agricultural industrialization development deficiencies, To explore the best scheme to realize the integration of agricultural industry development and financial system, to study the mutual integration of finance and agricultural industry development, to accelerate the development of agricultural industry, to finance capital and to integrate resources, in the process of integration, Realizing the capitalization of agricultural industry development and management provides the research basis and foundation for the study of agricultural industry financial system.
