金融危机中关于救助问题的争论

【摘要】：救助问题已经成为应对全球金融危机和主权债务危机过程中的一个焦点问题,同时也是一个宏观经济政策问题。本文探讨了危机救助的方法论拓展,总结了多国危机救助的经验、私人部门参与救助的作用及公共部门参与救助的渠道。文章强调,为了防范危机以及危机的蔓延,必要时公共部门应及时参与救助,在救助资源上,除了传统的财政渠道,还有更广泛的一些选择,其中涉及到比较复杂的成本和利益分配问题,也决定了政策工具选择的复杂性。中央银行在危机处理和救助中可以发挥独特的作用,也有成功的经验,但政策实施要注意保持中长期的动态均衡。
[Abstract]:Rescue has become a focus in the process of dealing with the global financial crisis and sovereign debt crisis, but also a macroeconomic policy issue. This paper discusses the development of crisis relief methodology, summarizes the experience of crisis relief in many countries, the role of the private sector in the rescue and the channels for public sector to participate in the rescue. The article stresses that, in order to prevent the crisis and its spread, the public sector should participate in the rescue in a timely manner when necessary. In terms of relief resources, there are a wider range of options in addition to the traditional financial channels. It involves more complicated cost and benefit distribution, and determines the complexity of the choice of policy tools. The central bank can play a unique role and have successful experience in crisis management and rescue, but the policy implementation should pay attention to maintain the dynamic balance in the medium and long term.
