加快人民币汇率由宏观政策工具向国际化战略定位转变——破解人民币对内贬值和对外升值的双重悖论

【摘要】：中美两国作为全球两大经济"增长极",共同将周期最长的本轮全球经济繁荣推向了顶点。在历经了各国政府一致的危机救市和全球再平衡的热议后,美国带头实施的量化宽松货币政策又将全球带进了廉价货币战争的泥潭,人民币也陷入了对内贬值与对外升值压力的困局。由于人民币汇率的市场化改革至今尚未涉及市场化形成机制的核心内容,从而加大了中国经济内外失衡的程度和调整的难度,人民币汇率应尽快由宏观政策工具向国际化战略定位转变。
[Abstract]:China and the United States, the two "growth poles" of the world's largest economies, have jointly pushed the longest cycle of global economic prosperity to its climax. After a concerted crisis and a global rebalancing of governments, the US-led monetary policy of quantitative easing has brought the world into the quagmire of cheap currency wars. The RMB has also fallen into the dilemma of internal depreciation and external appreciation pressure. Since the market-oriented reform of the RMB exchange rate has not yet involved the core content of the market-oriented formation mechanism, it has increased the degree of imbalance within and outside the Chinese economy and the difficulty of adjustment. RMB exchange rate should change from macro policy tool to internationalization strategic orientation as soon as possible.
