开发性金融支持民间资本参与基础设施建设研究

【摘要】：基础设施是经济社会赖以运行的基础，为了保障其发展能跟上经济社会发展的步伐，每年所需的投资总额约为GDP的3%-5%。长期以来我国的基础设施主要靠财政投资，而近年来我国财政资金投向基础设施的比例正在逐步下降，这导致了预算资金已经不能满足基础设施投资的需要。与此同时，我过民间资本经过多年的发展，，取得了长足的进步，从对GDP的贡献率来看，民间资本贡献率已经超过了60%，民间资本在中国经济发展中的地位和作用越来越大。但是在当前环境下，因为各种障碍性因素的存在，民间资本参与基础设施建设的比重偏低。因此找到合适的方式来利用飞速增长的民间资本参与基础设施建设，对解决我国目前该领域面临的资金不足和效率低下等问题具有重大的现实意义。近年来相关经济政策的出台为民间资本参与基础设施建设创造了条件，现阶段所需要解决的主要问题是为其找到合适的入口和出口机制。本文通过文献阅读、案例研究、比较分析等方法，在分析了传统BOT模式和政府投融资平台不足之处的基础上，结合开发性金融的功能和优势，提出了一种促进民间资本参与基础设施建设新的投融资方式DF-BOT模式，通过该模式，开发性金融机构能够以投资人、担保人、经理人等多重身份参与到DF-BOT项目的策划、开发、建设、运营、移交等不同的阶段。DF-BOT模式独特的投融资结构和信用结构能为民间资本参与基础设施建设提供良好的入口和出口，并提供良好的激励机制。
[Abstract]:Infrastructure is the basis of economic and social operation. In order to ensure that its development can keep up with the pace of economic and social development, the total investment required each year is about 3- 5% of GDP. For a long time, our country's infrastructure mainly depends on financial investment, but in recent years, the proportion of our country's financial funds to infrastructure is gradually declining, which leads to the budget funds can not meet the needs of infrastructure investment. At the same time, after years of development, private capital has made great progress. From the contribution rate of GDP, the contribution rate of folk capital has exceeded 60%, and the status and role of private capital in the economic development of China is more and more. However, in the current environment, the proportion of private capital participating in infrastructure construction is low due to the existence of various obstacle factors. Therefore, it is of great practical significance to find a suitable way to use the rapidly increasing private capital to participate in the construction of infrastructure, which is of great practical significance to solve the problems of insufficient funds and low efficiency in this field. In recent years, the introduction of relevant economic policies has created conditions for private capital to participate in infrastructure construction. The main problem that needs to be solved at the present stage is to find appropriate import and export mechanisms for them. Through literature reading, case study, comparative analysis and other methods, this paper analyzes the shortcomings of traditional BOT model and government investment and financing platform, and combines the functions and advantages of development finance. This paper puts forward a new mode of investment and financing to promote the participation of private capital in infrastructure construction. Through this mode, development financial institutions can participate in the planning and development of DF-BOT projects as investors, guarantors, managers, etc. The unique investment and financing structure and credit structure of DF-bot model can provide good entrance and export for private capital to participate in infrastructure construction and provide a good incentive mechanism.
