M银行授信尽职中的问题与对策探索

【摘要】:随着我国商业银行近十多年的外延式粗放型发展,在经营过程中如何做到授信尽职管理一直是国内金融界关注的焦点。为了防范银行在经营信贷业务中存在的操作风险、信用风险、市场风险和法律风险等,不仅需要通过设立一个专职防范风险的管理部门,依靠更专业的人才更有效的发现并排除潜在的风险隐患,保障银行信贷资产的安全;更需要更加完善的制度和更加先进的科技手段来强化银行全体从业人员的风险管理意识,提高授信尽职能力。 M银行是一家发展迅速的全国性股份制商业银行,在发展的过程经历了多次的改革与转型,由于业务的发展速度很快,资产业务进行了大力的拓展,而在授信的贷前、贷中和贷后等环节中难免出现了一些瑕疵、漏洞,如何均衡业务快速发展与完善授信尽职管理与考核是值得思考的理论和现实问题。 本文首先通过以M银行的4个授信不尽职案例来展开,以案例分析的形式将其中的问题暴露出来,发现授信尽职环节中存在的问题,并寻求案例给我们带来的启示。 第二是通过中外商业银行在授信尽职中的现状对比和SWOT分析,对双方在各自优劣势和竞争威胁方面进行比较,从而发现其中带来的启示。 第三是通过分析M银行在授信尽职中的问题及成因。包括目前M银行授信尽职的现状及分析,按照银监会的《商业银行授信工作尽职指引》要求,结合国内外同业的先进经验,对比M银行授信尽职中的不足。分析差距的背景和各种成因。 第四是通过以上4个案例的问题总结和M银行与国外先进商业银行的差距成因分析,探索能真正实现尽职的对策。从操作风险、信用风险、市场风险和法律风险等逐个探索;结合如何利用《巴塞尔新资本协议》中的三大支柱对授信尽职行为进行管理;运用客户之声、六西格玛、平衡计分卡等先进的现代管理工具,对M银行的制度、流程进行再造,全面向国外先进商业银行靠拢,缩小差距,这样案例中反映出来的授信不尽职问题也就自然而然的顺利解决。 本文结合了本人在银行风险管理部的工作经验,分享了工作中遇到的实际案例,为了保护客户隐私,对关键词和关键数据做了处理。希望通过案例分析,找出差距和对策,能为进一步提高M银行甚至各商业银行的授信尽职的能力和水平出力。但由于自我的理论高度不够、工作经验不丰富,文章中难免存在诸多的遗漏、疏忽甚至是错误,敬请各位专家教授批评指教,本人自当虚心听取,在今后的日常工作与学习中不断改正! 谢谢各位评审老师和答辩老师!
[Abstract]:With the extensive development of commercial banks in China in recent ten years, how to manage credit and due diligence has always been the focus of attention in domestic financial circles. In order to guard against the operational risk, credit risk, market risk and legal risk of the bank in the operation of credit business, it is not only necessary to set up a full-time risk management department. Relying on more professional talents to find and eliminate potential risk risks more effectively, to ensure the safety of bank credit assets, more perfect system and more advanced scientific and technological means are needed to strengthen the risk management awareness of all bank employees. Improve credit and due diligence. M Bank is a rapidly developing national joint-stock commercial bank. In the process of development, it has undergone many reforms and transformations. Due to the rapid development of its business, the asset business has been greatly expanded, and before the granting of credit, There are some defects and loopholes in the links of credit and credit. How to balance the rapid development of business and improve the credit due diligence management and assessment is a theoretical and practical problem worth thinking about. In this paper, four credit failure cases of M Bank are first introduced, and the problems are exposed in the form of case analysis, and the problems in credit due diligence are discovered, and the enlightenment of the cases is sought. The second is to compare the status quo of Chinese and foreign commercial banks in credit due diligence and SWOT analysis to compare the advantages and disadvantages of both sides and the competitive threat. The third is through the analysis of M Bank in credit due diligence problems and causes. Including the current situation and analysis of M bank credit due diligence, according to the requirements of CBRC's "Commercial Bank Credit due diligence guidelines", combined with the advanced experience of domestic and foreign banks, compared the shortcomings of M Bank credit due diligence. Analyze the background and causes of the gap. Fourth, through the summary of the above four cases and the analysis of the causes of the gap between M Bank and foreign advanced commercial banks, this paper explores the countermeasures that can truly realize the dutifulness. From the operational risk, credit risk, market risk and legal risk, etc.; how to use the three pillars of the Basel new capital agreement to manage credit due diligence; using the voice of customers, six Sigma, Balance scorecard and other advanced modern management tools, to reengineer the system and process of M Bank, to draw close to foreign advanced commercial banks in an all-round way, and to narrow the gap. This case reflects the issue of credit undue diligence will naturally be resolved smoothly. This paper combines my working experience in the risk management department of the bank, sharing the actual cases encountered in the work, in order to protect the privacy of customers, the key words and key data are processed. The author hopes to find out the gap and countermeasures through case study, which can further improve the ability and level of credit and due diligence of M Bank and even commercial banks. However, due to the lack of theoretical height of the self and the lack of experience in the work, there are inevitably many omissions, negligence and even mistakes in the article.
