【摘要】：本文基于金融层面上如何支持战略性新兴产业的发展这个重要问题而展开，鉴于广东省计划在“十二五”期间拿出220个亿财政资金来支持战略性新兴产业的发展，但这些财政资金如何更好地发挥杠杆作用，应该采取何种金融支持模式和路径，才能更加有利于促进广东战略性新兴产业的发展？同时广东作为经济发达地区，面临区域金融制度与结构变迁，该如何主动先行先试，才能推动金融创新，从而促进战略性产业发展及产业结构转型升级？广东作为经济先行区，，怎样通过金融支持能加快推进战略性产业发展及产业结构转型升级？这些正是本文研究所在。本文从广东战略性新兴产业发展的现状进行分析，详细阐述了广东战略性新兴产业的特点和现状，进而梳理了广东战略性新兴产业对金融支持的需求，从金融支持的力度和成效进行探索，找出目前金融支持广东战略性新兴产业发展中存在的问题，并借鉴美国、日本和德国成功经验，结合中关村和上海在战略性新兴产业方面的运作模式，构建一个较完整有效的金融服务支持体系，更好地促进广东省战略性新兴产业的发展和产业转型升级。本文采用理论分析和实证分析相结合，前三章全面梳理了金融支持的作用机理，通过金融支持战略性新兴产业发展的国际和国内经验的比较启示，提出了广东战略性新兴产业发展可借鉴的经验教训，第四章通过实证分析验证广东的金融支持力度还不够，第五章从金融规模、金融结构及金融效率三个层面，构建了广东战略性新兴产业发展的金融支持模式，提出具有前瞻性、实操性的金融建议。
[Abstract]:This paper is based on the important question of how to support the development of strategic emerging industries at the financial level. In view of the fact that Guangdong Province plans to allocate 22 billion financial funds to support the development of strategic emerging industries during the 12th Five-Year Plan period, However, how can these financial funds play a better role in leverage, and what financial support modes and paths should be taken to promote the development of Guangdong's strategic emerging industries? At the same time, Guangdong, as an economically developed region, is faced with the regional financial system and structural changes. How to take the initiative to first try to promote financial innovation, thus promoting the strategic industrial development and industrial structure transformation and upgrading? How can Guangdong, as a leading economic zone, speed up the development of strategic industries and upgrade its industrial structure through financial support? These are the research institutes in this paper. This paper analyzes the current situation of Guangdong's strategic emerging industries, expounds the characteristics and present situation of Guangdong's strategic emerging industries in detail, and then combs the needs of Guangdong's strategic emerging industries for financial support. By exploring the strength and effectiveness of financial support, we can find out the problems existing in the development of Guangdong's strategic emerging industries, and learn from the successful experiences of the United States, Japan and Germany. Combined with the operating mode of Zhongguancun and Shanghai in strategic emerging industries, a more complete and effective financial service support system is constructed to promote the development of strategic emerging industries and industrial transformation and upgrading in Guangdong Province. This paper combines theoretical analysis with empirical analysis, the first three chapters comprehensively combing the mechanism of financial support, through the comparison of international and domestic experience of financial support for the development of strategic emerging industries, The paper puts forward the experience and lessons that can be used for reference in the development of Guangdong's strategic emerging industries. Chapter four proves that Guangdong's financial support is not enough through empirical analysis. The fifth chapter is from three aspects: financial scale, financial structure and financial efficiency. This paper constructs the financial support model of Guangdong strategic emerging industry, and puts forward some forward-looking and practical financial suggestions.
