【摘要】：正资本项目开放是经济全球化的必然趋势,是中国进一步扩大改革开放的外在要求。十八届三中全会《决定》将"扩大金融业对内对外开放"作为全面深化改革的一项重要内容,提出要健全宏观审慎管理框架下的外债和资本流动管理体系,并将此作为实现人民币资本项目可兑换的基础。开放资本项目有利于推动人民币跨境使用和香港人民币离岸中心的建设;是人民币可兑换、成为国际储备货币的前提条件;也是中国跻身国际金融社会
[Abstract]:The opening of positive capital account is an inevitable trend of economic globalization and an external requirement for China to further expand its reform and opening up. The third Plenary session of the 18th CPC Central Committee [decision] made "expanding the opening up of the financial sector to the inside" as an important content in comprehensively deepening the reform, and put forward the need to improve the management system of foreign debt and capital flows under the framework of macro-prudential management. And this as the realization of RMB capital account convertibility basis. Opening the capital account is conducive to the cross-border use of RMB and the construction of offshore RMB center in Hong Kong; it is a prerequisite for RMB convertibility and becoming an international reserve currency; and it is also a prerequisite for China to join the international financial community.
