股权投资基金模式化解公路建设项目PPP业务的政策瓶颈研究

【摘要】:资本金不足,特别是地方自筹资金的缺失,严重制约着公路交通的发展。PPP是吸引社会资本投入公路建管养的有效途径,但是当前PPP在公路建管养业务应用中存在一定的政策瓶颈。本研究通过政策分析与行业实践相结合的研究方法,提出了化解PPP模式政策瓶颈的具体思路和方法,指出以股权投资基金的设立为基础,可以盘活收费公路存量资产,所置换资金用于:补贴新建公路项目或者化解存量债务风险,对普通公路实施建管养一体化的建设模式,以影子收费政策和政府购买服务政策为基础,形成PPP在普通公路建管养中的应用模式。
[Abstract]:Insufficient capital, especially the lack of local self-financing, seriously restricts the development of highway traffic. PPP is an effective way to attract social capital into highway construction, management and maintenance. However, there are some policy bottlenecks in the application of PPP in highway management and maintenance business. Through the research method of combining policy analysis with industry practice, this study puts forward the concrete ideas and methods to resolve the policy bottleneck of PPP mode, and points out that based on the establishment of equity investment fund, the inventory assets of toll roads can be activated. The replacement funds are used to subsidize new highway projects or to resolve the risk of stock debt, to implement the construction model of integrated construction, management and maintenance of ordinary highways, based on the shadow charging policy and the government purchase service policy. The application mode of PPP in general highway management and maintenance is formed.
