天津市承接国际服务外包的影响因素研究

【摘要】：近年来,作为经济全球化背景下最突出的跨国企业行为态势之一,国际服务外包产业在国际金融危机中逆势增长,并呈现多元化、高端化发展趋势,已成为世界经济增长的新动力、国际竞争的新领域;我国服务外包产业发展迅猛,无论是产业规模还是产业水平都有了较大提高,已成为服务外包大国;同时,我国作为最大的发展中国家也在积极制定相关政策鼓励和促进本国企业承接国际服务外包。国际服务外包产业发展迅速,正成为世界经济新一轮产业结构调整的主旋律。尤其是金融危机之后,跨国公司后台、研发等业务呈现出由欧美向亚太、中东欧等地区加速转移,中国将成为全球承接服务外包的第二大中心。天津市作为国务院批准设立的21个服务外包示范城市之一,是环渤海经济地区的中心城市,区位优势明显,交通发达,基础设施良好,是北方最大的沿海城市和港口城市,这些优势给天津市发展对外贸易和承接国际服务外包创造了条件。近几年来,服务外包产业作为天津市重点支持发展的产业,已经取得了迅速发展。天津市政府为了鼓励和发展服务外包产业,出台了一系列政策,从产业发展、结构升级、人才引进、激励创新、税收优惠等方面给予了大力支持。另一方面,天津市也存在一些制约着该行业发展的劣势因素,要想继续更好更快的发展服务外包行业,就需要制定更好的政策方法推动该行业的发展。本文正是基于这样的背景,从理论和实证两个角度分析天津市承接服务外包的整体情况,主要研究影响天津市承接国际服务外包的七个影响因素,包括经济发展状况、劳动力成本、人力资源、对外开放度、基础设施建设、服务业水平和研发水平。并对这些影响因素的影响程度进行研究,在此基础上对天津市制定扩大承接国际服务外包规模的政策提供一些合理的政策建议。
[Abstract]:In recent years, as one of the most prominent behaviors of multinational enterprises under the background of economic globalization, the international service outsourcing industry has increased against the trend of the international financial crisis, and has shown a trend of diversification and high-end development. Has become a new driving force of world economic growth, a new field of international competition; China's service outsourcing industry has developed rapidly, both in terms of industrial scale and industry level has been greatly improved, has become a large country of service outsourcing; At the same time, as the largest developing country, China is also actively formulating relevant policies to encourage and promote domestic enterprises to undertake international service outsourcing. The international service outsourcing industry is developing rapidly. It is becoming the main theme of the new round of industrial structure adjustment of the world economy, especially after the financial crisis, the multinational corporations' backstage, R & D and other business have been transferred from Europe and the United States to the Asia-Pacific, Central and Eastern Europe and other regions to accelerate the transfer. China will become the second largest center in the world to undertake service outsourcing. As one of the 21 model cities of service outsourcing approved by the State Council Tianjin is the center city of Bohai economic region with obvious location advantages. It is the largest coastal city and port city in the north. These advantages have created conditions for Tianjin to develop foreign trade and undertake international service outsourcing. Service outsourcing industry, as the key industry supporting the development of Tianjin, has made rapid development. In order to encourage and develop the service outsourcing industry, Tianjin municipal government has issued a series of policies, from industrial development, structural upgrading. On the other hand, Tianjin also has some disadvantages that restrict the development of this industry, to continue to develop better and faster service outsourcing industry. On the need to develop better policies and methods to promote the development of the industry. This paper is based on this background, from the theoretical and empirical perspectives to analyze the overall situation of service outsourcing in Tianjin. This paper mainly studies seven factors influencing Tianjin's undertaking of international service outsourcing, including economic development, labor cost, human resources, degree of opening up, infrastructure construction. The level of service industry and the level of R & D. Based on the study of the influence degree of these factors, some reasonable policy suggestions are provided for Tianjin to make a policy to expand the scale of undertaking international service outsourcing.
