基于A服务外包企业外聘管理中的问题研究

【摘要】:当前,随着科学技术的白热化发展,全球科学技术竞争日趋激烈,且据国务院最新公布的《关于促进服务外包产业加快发展的意见》,为能更快更好地扩大与提升服务外包的规模及质量,通过重组价值链、优化资源配置等方式,降低企业成本及风险,同时增强企业核心竞争力,面向全球的服务外包市场潜藏着巨大的机遇与挑战。服务外包,作为一种新型的服务贸易模式,对各国的经济起到了推波助澜的作用,但我国的服务外包相对于其他国家而言,属于新兴行业,拥有的经验不足,且一直处于产业价值链的低端,主要集中在信息技术外包类别中,如软件开发及测试、数据录入等领域,而有关方案设计、解决、研发等高端的业务范畴则很少或几乎未曾涉及。其中,专业技术能力不高或能力的有限性直接影响了企业业务空间及利润空间的提升,而专业技术能力取决于企业的自主创新能力,外聘作为外包行业的一个入口环节就显得极为重要,外聘管理的成败将很大程度决定一个企业能否迅速发展、能否在本行业处于竞争优势。为此,本文针对A服务外包企业中所面临的外聘管理问题,通过观察、比较、关联、分析等途径对我国服务外包行业的发展现状进行分析,深入研究了外聘管理中所涉及的招聘相关理论知识,提出了适应本行业的外聘管理思路,详细分析了外聘管理瓶颈形成及阻碍服务外包中所涉及的其他人力资源模块管理发展的原因,最后针对服务外包行业的外聘特点,通过对相关策略的分析与研究,提出了一些解决建议与方案。
[Abstract]:At present, along with the fierce development of science and technology, the global science and technology competition is becoming increasingly fierce, and according to the State Council released the latest "on the promotion of service outsourcing industry to accelerate the development of opinions, to expand the scale and quality of service outsourcing and promote faster and better, through the restructuring of value chain, optimizing the allocation of resources, reduce business the costs and risks, and enhance the core competitiveness of enterprises, the global service outsourcing market potential huge challenges and opportunities. Service outsourcing, as a new mode of trade in services, an important role in the world economy, but the service outsourcing in China compared with other countries, is an emerging industry, have the lack of experience, and has been in the low end of the value chain, mainly concentrated in the information technology outsourcing categories, such as software development and testing, data entry and other fields, and the parties concerned Case design, solution, and other high-end R & D business category is very few or almost not involved. Among them, the limited professional technical ability is not high or the ability to directly affect the business space and profit space and enhance the professional technical ability depends on the enterprise's capability of independent innovation, as an external entrance of the outsourcing industry it is very important for the management of external, will largely determine the success or failure of an enterprise can rapid development, whether in the industry a competitive advantage. Therefore, this paper facing the A service outsourcing enterprises in the management of external problems, through observation, comparison, correlation analysis of development status of China's service outsourcing industry analysis, in-depth study of the external involved in the management of recruitment related theoretical knowledge, proposed to adapt to the industry's external management ideas, detailed analysis of the formation and management of external bottleneck The obstacles of service outsourcing in the other module of human resources management development, finally for the service outsourcing industry's external characteristics, through the analysis and Study on the related strategy, and puts forward some solving suggestions and solutions.
