皖江口岸进出口物流协同发展研究

【摘要】:口岸是国内外贸易关键的物流节点。伴随着国际间贸易交流的不断深入和人们对于物流服务的要求不断提升的形势下,口岸正积极突破以往传统单一的功能界定,不断转型升级,迎来新一轮发展机遇。长江流域是我国沟通河、海、陆和国内外贸易的黄金通道,国家发展战略长江经济带建设正如火如荼进行中。在未来,长江流域对中国经济发展的带动作用将会更将突出。长江流域安徽段被称作皖江,位于长江中下游。该地区河网密布,流域面积占全省面积的47.3%,占比位列全国第七。流域沿线所包含的口岸主要有合肥、芜湖、马鞍山、池州、安庆和铜陵六口岸。一方面,口岸所在的腹地城市人口众多,产业密集,科技领先,外贸发展活跃,是安徽省经济实力最强,最具发展活力和发展潜力的地区。伴随着长江经济带建设、"一路一带"、皖江城市带承接产业转移示范区、安徽省加入泛长三角城市群以及打造内陆开放新高地等发展战略的持续推进,无疑会进一步加深安徽省与周边区域甚至是全球的经济合作。这一发展前景为皖江口岸带来更加广阔的发展机遇,促使皖江口岸成为安徽省乃至整个长江中下游不可或缺的进出口物流节点,成为安徽省经济发展的新引擎。另一方面,随着目前现代化口岸物流的发展和未来人们对于物流服务的新需求,要求皖江口岸所提供的进出口物流服务能够满足当前和未来的发展需要。但是,目前皖江口岸进出口物流还面临着口岸基础建设不完善、物流服务单一、货源同质化严重和口岸之间恶性竞争等问题。因此,如何实现皖江口岸的转型升级,避免恶性竞争,做到协同发展,充分发挥皖江口岸对经济的带动作用,已成为各方研究的重点。基于此,本文首先对国内外的相关文献进行梳理,发现当前对皖江口岸进出口物流的研究存在研究数量少、内容浅等问题。其次,本文通过查阅大量相关数据和实证资料,从口岸的资源和交通状况、口岸经营概况、腹地综合经济水平、政策支持、外部竞争等六个方面对皖江口岸进行全面深入的分析。同时,结合SWOT模型,指出皖江口岸当前存在的优势、劣势、机遇和威胁并给出不同方向的战略建议,得出皖江口岸进出口物流存在定位模糊、功能单一、货源同质化严重以及恶性竞争等问题,需要加强皖江口岸进出口物流的协同和合作。接着,本文通过建立聚类分析模型,构建指标体系,利用spss软件实证分析六口岸的层次布局,从横向和纵向协同两个方面给出协同的策略并分析协同策略必要性和可行性。最后,本文分别从政府和口岸企业两个视角给出皖江口岸进出口协同发展的对策建议。
[Abstract]:Ports are the key logistics nodes of domestic and foreign trade. With the deepening of international trade exchanges and the increasing demand for logistics services, ports are actively breaking through the traditional single function definition. The Yangtze River Valley is the golden channel for our country to communicate with rivers, seas, land, and domestic and foreign trade. The construction of the Yangtze Economic Belt, the national development strategy, is in full swing. In the future, The Yangtze River Basin will play an even more important role in driving China's economic development. Anhui section of the Yangtze River Basin, known as the Anhui River, is located in the middle and lower reaches of the Yangtze River. The river basin area accounts for 47.3% of the province's area, accounting for the proportion of 7th in the whole country. The ports along the river basin include mainly Hefei, Wuhu, Ma'anshan, Chizhou, Anqing and Tongling six ports. On the one hand, the hinterland where the ports are located has a large population. Intensive industry, leading science and technology, active foreign trade development, Anhui Province is the strongest economic strength, the most dynamic and development potential of the region. With the construction of the Yangtze River economic belt, "one Road", Anhui River urban belt to undertake industrial transfer demonstration zone, Anhui Province joined the pan-Yangtze River Delta urban agglomeration and built inland open new highlands and other development strategies to continue to promote, There is no doubt that the economic cooperation between Anhui Province and the surrounding regions and even the whole world will be further deepened. This prospect of development will bring wider development opportunities to the Wanjiang port. Promoting the Anhui River Port to become an indispensable import and export logistics node in Anhui Province and even the whole middle and lower reaches of the Yangtze River, and becoming a new engine for the economic development of Anhui Province. On the other hand, With the development of modern port logistics and the new demand for logistics service in the future, the import and export logistics service provided by Wanjiang port is required to meet the current and future development needs. At present, the import and export logistics of the Wanjiang port are also faced with the problems of imperfect port infrastructure, single logistics service, serious homogeneity of the source of goods and vicious competition between the ports. Therefore, how to realize the transformation and upgrade of the port of Anhui River and avoid the vicious competition, To achieve coordinated development and give full play to the driving role of the Wanjiang port to the economy has become the focus of all parties. Based on this, this paper firstly combs the relevant literature at home and abroad. It is found that the current research on import and export logistics in Wanjiang port has some problems, such as small amount of research, shallow content and so on. Secondly, by consulting a large number of relevant data and empirical data, this paper analyzes the resources and traffic situation of the port, and the general situation of port management. The hinterland comprehensive economic level, policy support and external competition are analyzed comprehensively and deeply. At the same time, combined with SWOT model, the author points out the advantages and disadvantages of Anhui River port. Opportunities and threats and strategic suggestions in different directions are given. It is concluded that the import and export logistics of Wanjiang Port has some problems, such as vague positioning, single function, serious homogenization of the source of goods and vicious competition, etc. It is necessary to strengthen the coordination and cooperation of import and export logistics in Wanjiang port. Then, by establishing cluster analysis model, constructing index system, using spss software to analyze the hierarchical layout of the six ports. This paper gives the coordination strategy from the horizontal and vertical aspects, and analyzes the necessity and feasibility of the coordination strategy. Finally, this paper gives the countermeasures and suggestions for the coordinated development of the import and export of the Wanjiang port from the perspectives of the government and the port enterprises.
