【摘要】:烟草市场竞争日趋激烈,对烟草企业人才队伍建设提出更高要求。如何贯彻“以人为本”的员工职业生涯管理原则,建立与市场相匹配的人才管理体系,成为当前一个阶段烟草企业亟需解决的重要课题。TL烟草公司(又称“TL烟草专卖局”)作为典型“政企合一型”烟草企业,在员工职业生涯管理方面存在诸多急需解决的问题和矛盾。暴露的问题主要在于:从公司宏观层面尚未建立起员工职业生涯规划管理体系,相应的组织管理目标、管理流程、方法和组织保障措施尚待详细论证。其次,在员工招聘和岗位调整过程中尚未引入比较科学的测试和决策方法,三是还存在大量的员工成长与岗位动态需求不匹配的问题,导致员工职业成就感不高。另外,公司还没有充分利用公司现有资源为员工搭建成长和职业生涯发展平台,使得员工的职业生涯选择性受到严重局限。员工职业生涯管理是企业人力资源开发和持续发展的原动力,通过员工职业生涯体系的构建,通过实施一系列职业生涯管理举措,可以提高公司员工的职业道德意识、职业从业素养和能力,进而通过提高员工的职业满意度的方式提升员工工作热情,提升工作绩效,为公司经济效益和社会效益的提升做出贡献,实现员工个人与公司组织的双赢。为有针对性地解决TL烟草公司在员工职业生涯规划和管理中的实际问题,本文以公司员工职业生涯管理中的典型案例分析为基础,贯穿问题提出、分析和解决的整体逻辑思路,采用访谈、图表分析、文献研究等方法,通过提炼TL烟草公司员工职业生涯管理的典型案例,分析员工职业生涯规划和管理过程中出现的主要问题,分析产生问题的根本原因,进而制定出针对性的解决方案。作者希望通过本文的研究,可以为企业的员工职业生涯规划及管理提供建设性意见和建议,同时也为本企业以及相关经济组织的任职测评、人-岗匹配、职业生涯通道建设提供可靠的方法、工具和流程。
