【摘要】：本文以沈阳综合保税区管理模式为研究对象,主要运用了比较分析和实证分析的研究方法,通过研究国外自由贸易区的建设和发展规律,以及和国内综合保税区的横向比较,结合沈阳综保区自身的功能定位、规划布局以及优劣势、异同点等具体的实证分析情况,尝试对处于内陆地区的沈阳综合保税区的管理模式进行改革,期待以扎实有效的改革推动沈阳综合保税区又好、又快的建设和发展,从而实现沈阳综保区逐步向自由贸易区转型升级的发展目标。为此,本文首先从沈阳综合保税区的基本情况、运转情况、现行管理模式的具体情况着手,明确指出了沈阳综保区在管理的理念、管理的方式方法、管理的主体和客体之间的沟通、管理配套的相关设施等方面存在的问题,进而通过研究分析,指出其在管理的理念确立、管理规范制定、管理体制选择、管理环境所限等方面的原因影响。有针对性地引入新公共服务理论,吸收其核心观点作为支撑,提出在经济全球化的宏观背景下,服务型政府是政府改革的目标。沈阳综保区在进行管理模式改革的过程中,必须坚持“民本理念、法治理念、责任理念、绩效理念”。在研究国内其他综合保税区管理模式经验及国外自由贸易区管理模式经验的基础上,尝试提出沈阳综保区管理模式上的方案设计,通过宏观层面和微观层面的探讨,认为应根据沈阳综合保税区自身实际,采取混合型管理模式,突出市政府的直接领导作用、“单一窗口”建设和开发公司的市场运作优势。关于方案的可行性论证,主要从设计方案符合新公共服务理念的角度展开,指出其体现了政府管理应遵循的“有限、高效、公开、引导、绩效”的原则。进而,提出沈阳综合保税区管理模式改革的总体构想以及构建自由贸易区的战略定位,并且从管理理念、管理体制、管理规范、管理人才以及部门协调、行业优势作用发挥、完善综合配套措施等方面对沈阳综合保税区的管理模式提出改革的具体路径。最后,指出构建现代服务型政府是我国政府改革的必然选择,沈阳综合保税区应按照新公共服务理念的指引,充分吸收借鉴上海自由贸易试验区实施“负面清单”管理模式取得的制度创新成果,推进沈阳综合保税区管理模式的改革,探索实现沈阳综合保税区向自由贸易区的转型升级。
[Abstract]:This paper takes the management model of Shenyang Comprehensive bonded area as the research object, mainly using the comparative analysis and empirical analysis research methods, through the study of the foreign free trade zone construction and development law, and the horizontal comparison with the domestic comprehensive bonded zone. This paper attempts to reform the management mode of Shenyang Comprehensive bonded area in the inland area, combining with its own function orientation, planning layout, advantages and disadvantages, similarities and differences, and so on. It is expected to promote the construction and development of Shenyang Comprehensive Free Trade Zone with solid and effective reform, so as to realize the development goal of transforming Shenyang Comprehensive bonded area into a free trade area step by step. For this reason, this paper begins with the basic situation, operation and concrete situation of the current management mode of Shenyang Comprehensive bonded Zone, and points out clearly the concept of management and the ways and means of management in Shenyang Comprehensive bonded area. The problems existing in the communication between the subject and the object of management, the related facilities of management, and so on. Through the research and analysis, it is pointed out that the management concept is established, the management norm is formulated, the management system is chosen, and so on. Introduction of the new public service theory, absorbing its core views as the support, and proposing that under the macro background of economic globalization, The service-oriented government is the goal of the government reform. In the process of the management mode reform in Shenyang Comprehensive Insurance District, we must adhere to the "people-oriented concept, the rule of law concept, the concept of responsibility," On the basis of studying the experience of other domestic and foreign free trade zone management models, this paper tries to put forward the scheme design of Shenyang comprehensive bonded zone management mode, and discusses it at the macro and micro levels. According to the actual situation of Shenyang Comprehensive bonded area, the mixed management mode should be adopted, the direct leading role of the municipal government should be highlighted, the market operation advantage of the "single window" construction and development company should be emphasized, and the feasibility of the scheme should be demonstrated. From the point of view that the design scheme accords with the new concept of public service, the author points out that it embodies the principle of "limited, efficient, open, leading and performance" which should be followed by the government management. This paper puts forward the overall idea of the reform of the management mode of Shenyang Comprehensive bonded Zone and the strategic orientation of constructing the Free Trade area, and gives full play to the role of management concept, management system, management norm, management talents and coordination of departments, and the advantages of the industry. To perfect the comprehensive supporting measures and so on, this paper puts forward the concrete path of reform to the management mode of Shenyang Comprehensive Free Trade Zone. Finally, it is pointed out that the construction of modern service-oriented government is the inevitable choice of our government reform, and Shenyang Comprehensive bonded Zone should be guided by the new public service concept. This paper fully absorbs the system innovation achievements of implementing the "negative list" management mode in Shanghai Free Trade Test area, promotes the reform of Shenyang Comprehensive bonded Zone management mode, and explores and realizes the transformation and upgrading from Shenyang Comprehensive bonded area to Free Trade area.
