西安市JK区服务外包产业园发展对策研究

【摘要】：近年来,服务外包产业逐渐显现出从东部沿海地区向中西部地区转移的趋势。根据最新统计数据2015年1-8月,中西部省份承接服务外包合同金额551亿元,增长44%,而东部沿海省市服务外包合同金额同比仅增长2.9%。发展服务外包产业不仅能够优化产业结构、促进就业,更能促进持续、健康、绿色发展,更加符合目前稳增长、调结构的经济发展思路。西安市作为我国西部发展领头羊,丝绸之路建设的桥头堡具有较强的人才优势、科技优势,如何利用优势促进这一产业的发展,以便承接更多从中东部地区转移至内地的服务外包业务成为重要现实问题。本文以西安市JK区服务外包产业园区为研究切入点,运用波特的新竞争优势理论、比较优势理论、全球价值链理论等理论,综合运用多种研究方法对西安市JK区服务外包产业园发展现状以及存在问题进行研究,并对与该园区发展的相关的各个因素进行分析,以便进行科学、合理的评判,从而得出制约JK区服务外包产业园发展的各种因素,并有针对性的提出优化措施。通过研究为促进该园区吸引更多服务外包企业入园投资,进一步促进园内产业结构优化升级提供有益参考。
[Abstract]:In recent years, the service outsourcing industry gradually shows the trend from the eastern coastal areas to the central and western regions.According to the latest statistics from January to August 2015, the value of service outsourcing contracts in the central and western provinces was 55.1 billion yuan, an increase of 44.4 yuan, while the amount of service outsourcing contracts in the eastern coastal provinces and cities increased only 2.9 percent from the same period last year.The development of service outsourcing industry can not only optimize the industrial structure, promote employment, but also promote sustainable, healthy and green development, more in line with the current economic development thinking of stable growth and structural adjustment.Xi'an, as the leader in the development of western China, the bridgehead of the Silk Road construction has a strong talent advantage, scientific and technological advantages, how to use the advantages to promote the development of this industry,In order to undertake more from the eastern region to the mainland service outsourcing business has become an important practical issue.This paper takes the service outsourcing industry park of Xi'an JK district as the starting point, applies Porter's new competitive advantage theory, comparative advantage theory, global value chain theory, etc.Comprehensive use of various research methods to study the current situation and existing problems of service outsourcing industry park in JK district of Xi'an, and analyze the relevant factors of the development of the park, in order to carry out scientific and reasonable judgment.The factors restricting the development of JK service outsourcing industry park are obtained, and the optimization measures are put forward.Through the research to promote the park to attract more service outsourcing enterprises to invest in the park, and further promote the optimization and upgrading of industrial structure in the park to provide a useful reference.
