共和国初期湖南供销合作社研究(1950-1957)

【摘要】:湖南供销合作社脱胎于1951年2月1日成立的湖南省合作事业管理局,供销事业是从属于合作事业的一项,相比较其他业务而言,供销业务是合管局的主体业务。合管局成立前即召开了全省合作工作者代表大会,由筹委会代为了解各地基本情况,传达上级合作精神,布置各县市的合作工作与任务。于此同时,合管局自身的组织建设也在筹建中,先成立湖南省合作事业筹备委员会,组织训导干部,组建各专门科室负责合作事业的相关业务,提出工作运转制度规范,以便为下级社做出表率和示范,初期迅速筹备建立的工作制度包括财务管理制度、内部机构的工作条例、准则及运转的相关制度。上层组织建设的同时,基层组织也在逐步扩张。因合作事业处于初步摸索阶段,所以合管局对各地组社的计划与基层的实际工作,总是处于一种相互影响、相互调试的状态。经过一年多的初步尝试,自上而下初步建立起了全省的合作事业系统,其中供销合作事业又是占极重要地位的,其后,经过两年的巩固和缓步前进时期,1954年开始,合管局剥去相关业务,单留下供销事业,成立湖南省供销合作社。供销合作社进一步深入渗透商业领域,随着国家三大改造的进行,对资本主义工商业的社会主义改造即主要由供销社承担,经过初期的了解情况,提出初步整改计划,先做试点,逐步深化,1955年即达到改造高潮,1956年改造改造高潮之后落幕,对资本主义工商业的改造基本完成,其后为巩固和教育工商业主。供销社在农村商业中占据了主导地位。我们应基于湖南供销合作社的组织衍变、工作方式及工作中的成败得失,从中汲取历史智慧思考当下。
[Abstract]:Hunan supply and Marketing Cooperative was established on February 1, 1951. The supply and marketing business is subordinate to the cooperative enterprise. Compared with other business, supply and marketing business is the main business of the cooperative management bureau. Before the establishment of the cooperative management bureau, the provincial cooperative workers' Congress was convened, and the preparatory committee was responsible for understanding the basic situation in various places, conveying the spirit of cooperation at the higher level, and arranging the cooperation work and tasks of the counties and cities. At the same time, the organization building of the cooperative management bureau itself is also in the process of being built. First, the preparatory committee of Hunan Province for cooperative undertakings will be set up, the leading cadres will be organized, specialized departments will be set up to take charge of the related business of the cooperative undertakings, and the work operation system will be standardized. In order to set an example and demonstration for the subordinates, the work system to be set up quickly in the early stage includes the financial management system, the working regulations of the internal organization, the standard and the relevant operating system. At the same time, the construction of upper-level organizations, grass-roots organizations are gradually expanding. Because the cooperative undertaking is in the initial stage of exploration, the joint management bureau is always in a state of mutual influence and adjustment to the plans of the local co-operatives and the actual work at the grass-roots level. After more than a year of preliminary attempts, the cooperation system of the whole province was initially established from top to bottom, in which the cooperative cause of supply and marketing played a very important role. Then, after two years of consolidation and a period of slow progress, in 1954, The Administration stripped off the relevant business, leaving only supply and marketing undertakings, Hunan Province supply and marketing cooperatives. Supply and marketing cooperatives have further penetrated into the commercial field. With the development of the three major transformations of the state, the socialist transformation of capitalist industry and commerce was mainly undertaken by supply and marketing cooperatives. After the initial understanding of the situation, a preliminary plan for rectification and reform was put forward. In 1955, the transformation climax was reached. After the transformation climax ended in 1956, the transformation of capitalist industry and commerce was basically completed, followed by the consolidation and education of industrial and commercial owners. Supply and marketing cooperatives occupy a dominant position in rural commerce. We should learn from the historical wisdom of Hunan supply and marketing cooperatives based on their organizational evolution, working methods and success or failure in their work.
