贸易便利化与中国跨境电商的发展研究

【摘要】：作为世贸组织成立以来签署的首个多边协定,在逆全球化风潮四起的当下,《贸易便利化协定》在一定程度上增强了全球贸易复苏的信心,也在全球贸易活动中占有一席之地,扮演着越来越重要的角色。近年来,伴随着信息技术的不断成熟和贸易方式的不断多样化,跨境电商作为一种热门的新兴贸易方式,越发活跃在国际贸易的舞台上。如何借助贸易便利化,促使跨境电商成熟稳定发展,是全球贸易国家共同努力的方向。本文选取贸易热点方向,基于贸易便利化的视角来研究我国的跨境电商进出口发展水平。通过层次分析法,系统地建立起较为完善的贸易便利化指标体系,并在此基础上量化了 2008-2016年中国贸易便利化的发展状况,清晰地展示出现阶段我国贸易便利化在世界范围内的整体水平,发现与其他贸易便利化程度高的国家相比,仍较为落后。再选取了 2008-2015年19个中国主要贸易伙伴国进行实证分析,分别以中国对其跨境进出口交易额为被解释变量,以贸易伙伴国的经济总量、TFI、FDI和关税为解释变量使用固定效应模型进行回归,具体分析了贸易便利化体系的各个指标对我国跨境电商进出口规模的影响。研究发现,贸易便利化与我国跨境电商发展水平两者呈现正相关关系,同时也通过傲基电商的案例分析佐证了这一观点。最后借助实证和案例分析的结果,有针对性地提出相应的改进建议,便于资源的优化配置。通过借助贸易便利化,提升各分项指标的水平来影响我国的跨境电商发展。
[Abstract]:As the first multilateral agreement signed since the establishment of the WTO, the Agreement on Trade Facilitation has, to a certain extent, strengthened the confidence of the global trade recovery and occupied a place in global trade activities at a time when there is a wave of counter-globalization. Play an increasingly important role. In recent years, with the continuous maturity of information technology and the diversification of trade methods, cross-border e-commerce, as a hot new trade mode, has become more and more active on the stage of international trade. How to promote the mature and stable development of cross-border e-commerce with the aid of trade facilitation is the direction of global trade countries. Based on the trade facilitation perspective, this paper studies the development level of cross-border e-commerce import and export in China. Through the Analytic hierarchy process (AHP), a relatively perfect index system of trade facilitation is set up systematically, and on this basis, the development of China's trade facilitation from 2008 to 2016 is quantified. It clearly shows the overall level of China's trade facilitation in the world, and finds that compared with other countries with high degree of trade facilitation, it is still relatively backward. From 2008 to 2015, 19 major trading partners of China were selected for empirical analysis, and the amount of cross-border import and export transactions of China was taken as the explanatory variable. The fixed effect model is used to analyze the influence of each index of trade facilitation system on the import and export scale of cross-border e-commerce in China. It is found that there is a positive correlation between trade facilitation and the development level of cross-border e-commerce in China. Finally, with the results of empirical and case studies, the corresponding suggestions for improvement are put forward in order to facilitate the optimal allocation of resources. By means of trade facilitation, the development of cross-border e-commerce in China is affected by raising the level of sub-indicators.
