【摘要】：外包作为一个新兴的产业,得到了很大的发展,但由于发展的时间比较短,项目的规模越来越大,使得很多外包项目不能按期完成甚至失败。原因是多种多样的,其中最重要的就是企业的项目管理水平十分薄弱。虽然目前有些企业己经引入和实施了一些项目管理方法,但这些方法本身就存在不足,而且基本上都是照搬国外的经验,有很大的局限性。因此如何建立一套全面的、可扩展的并且符合我国国网电科特点的项目管理方法和标准是当前急需解决的问题。企业竞争日益激烈。企业发展取决于核心业务的发展,其核心业务与能力的发展也越来越取决于信息技术的应用水平。为了更好地控制成本、充分利用现有资源,将信息技术运行维护业务外包给专业公司去做,己经成为如今企业的重要战略和经营模式。随着知识经济的到来和市场竞争的日益激烈,国网电科委托外包项目管理已经成为国网电科院管理的发展趋势。全文在阐述国网电科院委托外包项目管理概念及相关理论的基础上,结合国网电科院的情况说明了研究院进行委托外包项目管理的必要性。同时,通过对国网电科院的现状分析,找出国网电科院存在的问题,确定了国网电科院外包项目管理的具体方面以及如何选择外包商。本文以期通过对国网电科院的“外包”项目管理的系统分析,为我国国网电科院管理探索出新的办法提供一定的参考价值,甚至,为我国国有企业的委托外包项目管理改革和发展提供一定的经验借鉴。本论文在对外包的概念、特点、环境因素等相关知识进行论述的基础上,对国网电科院制造外包项目的各个流程进行分析和阐述。包括价格、品质、交货期、风险管控等方面。并结合国网电科院实际情况,把以上的研究分析成果运用到公司的案例中,并取得了良好的效果。
[Abstract]:Outsourcing as a new industry has been greatly developed, but because of the short development time, the scale of the project is getting larger and larger, so many outsourcing projects can not be completed on schedule or even fail. The reason is various, among them the most important is the enterprise's project management level is very weak. Although some enterprises have already introduced and implemented some project management methods, there are some shortcomings in these methods themselves, and they basically copy the experience of foreign countries and have great limitations. Therefore, how to establish a set of comprehensive, extensible project management methods and standards that accord with the characteristics of national network and electricity science is an urgent problem to be solved. Enterprises are increasingly competitive. The development of enterprise depends on the development of core business, and the development of its core business and ability depends more and more on the application level of information technology. In order to better control costs, make full use of existing resources and outsource the operation and maintenance of information technology to professional companies, it has become an important strategy and business model of enterprises nowadays. With the advent of knowledge economy and the increasingly fierce market competition, outsourcing project management has become the development trend of the National Institute of Electric Power Management. On the basis of explaining the concept of entrusted outsourcing project management and related theories, this paper explains the necessity of entrusted outsourcing project management in the institute. At the same time, through the analysis of the current situation of the institute, the author finds out the existing problems, and determines the specific aspects of the outsourcing project management and how to select the outsourcers. This paper hopes to provide some reference value for the management of China National Institute of Electric Power Science through the systematic analysis of the "outsourcing" project management of the National Institute of Electric Power Science and Technology, and even provides a certain reference value for the management of the National Institute of Electric Power Science and Technology of China. This paper provides some experience for the reform and development of entrusted outsourcing project management in Chinese state-owned enterprises. Based on the concept, characteristics, environmental factors and other related knowledge of outsourcing, this paper analyzes and expounds the process of manufacturing outsourcing project. Including price, quality, delivery time, risk control and so on. Combined with the actual situation, the above research and analysis results are applied to the case of the company, and good results have been obtained.
