上海市服务外包人才供需匹配问题研究

【摘要】:服务外包作为一种新兴的产业,近年来在全球范围内发展非常迅速,它能有效地降低成本、增强企业的核心竞争力,是一种非常重要的商业发展模式。上海市的服务外包产业发展迅速,服务外包合同金额从2008年的12.54亿美元到2013年的66.18亿美元,增长了近5倍。人才是服务外包发展的第一资源也是核心资源,从根本上决定了服务外包产业发展的广度和深度。国外服务外包的成熟发展经验也表明,只有拥有高素质的人才,服务外包才会有持续发展的动力。上海市的服务外包发展面临着严峻的人才尤其是中高端外包人才缺乏的问题,供需存在很大的缺口,这严重制约了上海市服务外包产业的发展,也使得上海的服务外包企业陷入持续快速发展的困境。但是,服务外包人才供给和需求又面临着一个奇怪的现象,一方面服务外包企业长期处于人才短缺但需求又强烈的状态;另一方面又面临着大量的外包相关的高校毕业生无法找到工作的现状,其中电子信息工程、信息与计算科学等与ITO相关专业的毕业生因为失业量多,签约率低而在2012~2014年连续三年成为红牌警告专业。通过对国内服务外包人才的研究状况的梳理与分析,我们发现,国内学者对于服务外包人才的研究侧重于模式探讨、现状分析、培养策略等定性方面的研究,定量研究较少。本文通过相关文献梳理,在总结前人研究成果的基础上,对上海市服务外包人才的供给和需求进行匹配分析,提出对服务外包人才进行供给和需求研究的可行性。首先,本文全面分析了上海市服务外包人才的供需现状及问题,结合问卷调查及文献研究从政府、企业、培训机构以及人才本身分析了产生这些问题的原因;然后查找文献资料及上海市统计年鉴,运用GM(1,1)灰色预测模型、统计分析等方法分析预测上海市服务外包人才未来几年的需求量和供给量,找出外包人才供需缺口并进行人才的匹配分析,根据上海市的实际情况,结合前文关于人才供需不匹配原因的分析从政府、企业、培训机构及高校方面提出针对性的对策建议。
[Abstract]:As a new industry, service outsourcing has developed rapidly in the world in recent years. It can effectively reduce costs and enhance the core competitiveness of enterprises. It is a very important business development model. The service outsourcing industry in Shanghai is growing rapidly, with service outsourcing contracts nearly fivefold from $1.254 billion in 2008 to $6.618 billion in 2013. Talent is the first resource and core resource in the development of service outsourcing, which fundamentally determines the breadth and depth of the development of service outsourcing industry. The mature development experience of foreign service outsourcing also shows that only with high quality talents can service outsourcing have the power of sustainable development. The development of service outsourcing in Shanghai is faced with the problem of shortage of qualified personnel, especially middle-high-end outsourcing talents. There is a big gap between supply and demand, which seriously restricts the development of service outsourcing industry in Shanghai. Also make the service outsourcing enterprises in Shanghai into the dilemma of sustained and rapid development. However, the supply and demand of service outsourcing talents are facing a strange phenomenon. On the one hand, the service outsourcing enterprises are in the state of shortage of talents for a long time but strong demand. On the other hand, there are a large number of outsource-related college graduates who can not find a job. Among them, the graduates majoring in electronic information engineering, information and computing science, and so on, are out of work because of the large amount of unemployment. Low signing rate and in 2012-2014 three consecutive years to become a red card warning professional. Through combing and analyzing the research situation of domestic service outsourcing talents, we find that the domestic scholars focus on the mode discussion, the current situation analysis, the training strategy and so on qualitative research, the quantitative research is less. On the basis of summarizing the previous research results, this paper analyzes the matching of the supply and demand of service outsourcing talents in Shanghai, and puts forward the feasibility of research on the supply and demand of service outsourcing talents. First of all, this paper comprehensively analyzes the supply and demand of Shanghai service outsourcing personnel and problems, combined with questionnaire survey and literature research from the government, enterprises, training institutions and talent itself to analyze the causes of these problems; Then we look up literature and Shanghai Statistical Yearbook, use GM1 / 1) grey forecasting model, statistical analysis and other methods to analyze and forecast the demand and supply of service outsourcing talents in Shanghai in the next few years. This paper finds out the gap between supply and demand of outsourced talents and analyzes the matching of talents. According to the actual situation of Shanghai, combined with the previous analysis of the reasons for the mismatch of talent supply and demand, the author puts forward some countermeasures and suggestions from the government, enterprises, training institutions and universities.
