农村电商发展的支持体系及相关政策研究:义乌案例

【摘要】:农村电商是电商经济迅速拓展的方向,农村区域的电商发展具有巨大的潜力、市场规模和利润空间。农村电商的发展对于推进城乡一体化、推动农村区域现代化和“三农”问题的解决(农业现代化、农村城镇化、农民小康)、深化新农村建设和扶贫的重要手段和途径。同时,我国农村电商发展缺乏可持续的理论指导和成功经验的总结和推广,在一些不具备电商发展的农村区域也在强力推进电商产业,其中感到最困惑的是如何判断农村区域是否具备了发展农村电商发展的条件、是否具备了推动农村电商发展的驱动力。因此,系统研究农村电商发展的驱动力、支持体系和相关政策十分迫切。本研究从农村电商发展的背景、现状、产业特征的系统分析入手,结合成功的典型实践案例剖析,明确了农村电商的主要内容、面临的问题,展望了未来发展前景。为了科学地辨识农村电商的驱动力和发展的支持体系,在梳理了大量文献和对农村电商的实际运营的考察后,对我国农村电商进行了科学的类型分类。然后系统地提出了我国农村电商发展的关键驱动力和发展必须具备的支持体系,同时也探讨了推进农村电商发展的相关政策。通过案例全面实证了本研究提出的支持体系的客观性和合理性,本研究所提出的农村电商发展支持体系对指导我国各地农村区域发展电商具有有益的实践价值。最后提出了我国农村电商发展的几点政策建议。本研究分为六章。第一章讨论了农村电商的基本概念和内涵,交代了本研究的研究方法和研究思路。第二章讨论了农村电商的发展背景、主要内容和发展现状。第三章分析了我国农村电商的产业特征、主要业务类型。研究了农村电商发展的驱动力和发展必须的支持体系。第四章讨论了推进农村电商发展的政策构建。第五章通过剖析义乌市的农村电商发展,实证了农村电商发展的支持体系建设和政策构建要点。第六章对我国农村电商发展提出了几点政策建议。
[Abstract]:Rural ecommerce is the direction of rapid development of ecommerce economy. The ecommerce development in rural areas has great potential, market size and profit space. The development of rural ecommerce plays an important role in promoting the integration of urban and rural areas, promoting the modernization of rural areas and solving the problems of "agriculture modernization, rural urbanization, well-off peasants, deepening the construction of new rural areas and helping the poor". At the same time, the development of rural e-commerce in China lacks of sustainable theoretical guidance and successful experience summary and promotion. In some rural areas that do not have the development of e-commerce, e-commerce industry is also being vigorously promoted. The most perplexed is how to judge whether the rural areas have the conditions for the development of rural e-commerce and whether they have the driving force to promote the development of rural e-commerce. Therefore, it is urgent to study the driving force of rural ecommerce development, support system and related policies. This study starts with the background, present situation, industrial characteristics of the rural e-commerce development, combined with the successful analysis of typical practical cases, defines the main content of rural ecommerce, problems faced, and prospects for the future development. In order to identify the driving force and the supporting system of the development of rural ecommerce scientifically, after combing a large number of literatures and investigating the actual operation of rural ecommerce, a scientific classification of rural E-quotient in China is made. Then the key driving force and supporting system for the development of rural ecommerce in China are put forward systematically. At the same time, the related policies to promote the development of rural ecommerce are also discussed. This paper demonstrates the objectivity and rationality of the support system put forward by this study. The rural ecommerce development support system proposed by this study has beneficial practical value to guide the development of e-commerce in various rural areas in China. Finally, some policy suggestions for the development of rural e-commerce in China are put forward. This research is divided into six chapters. The first chapter discusses the basic concept and connotation of rural e-commerce, explains the research methods and research ideas. The second chapter discusses the development background, main content and current situation of rural e-commerce. The third chapter analyzes the industrial characteristics and main business types of rural ecommerce in China. The driving force of the development of rural ecommerce and the necessary supporting system are studied. The fourth chapter discusses the policy construction of promoting the development of rural ecommerce. By analyzing the development of rural ecommerce in Yiwu, the fifth chapter demonstrates the key points of supporting system construction and policy construction of rural ecommerce development. The sixth chapter puts forward some policy suggestions on the development of rural e-commerce in China.
