中国双边自由贸易区对象国选择研究

【摘要】：WTO在全球经济治理中的权威性和凝聚力都在削弱,短期效益观念导致大多数WTO成员将其注意力转向区域贸易协定的谈判。各种区域贸易协定层出不穷成为当前世界经济的一大鲜明特征。不断增加的区域贸易协定正在重塑国际关系,对世界政治经济格局产生重大影响。与此同时,中国对外贸易已经进入增速、结构“双调整”的新阶段。综合国际国内经济政治形势,本文认为,目前中国已进入建设全面开放型经济的新阶段,为推动我国外贸转型升级,向开放型经济强国迈进,我国必须建立起以自己为中心的广泛的自由贸易区网络。而签订自由贸易协定所带来的福利,并不等于所有协议优惠条件的简单加总,也不等于协议数量之和,而应该基于双方国情,以实现综合利益最大化的目标,科学合理选择双边自由贸易区对象国。本文研究的结论有:在综合分析各方面影响因素,科学合理筛选出我国的“高标准双边自由贸易区网络”样本集的基础上,基于二元离散选择模型从样本集中选择出以综合利益最大化为目标的双边自由贸易区的对象国,建立了双边自由贸易区潜在对象国集,并基于GIS工具在地图上直观显示,为中国自贸区网络建设的对象国选择问题上提供了一定参考和方向。本文还指出“双边自由贸易区网络”建设要同“一带一路”结合起来,形成政策合力;要同“多元性资源能源供给网络”建设结合起来,实现目标多元;要同涉外企业诉求结合起来,提高微观主体FTA利用效率。最后把“双边自由贸易区网络”建设路径划分为短期、中期、长期三阶段,各个阶段各有侧重,循序渐进,最终在长期建立起符合我国利益最大化的“高标准双边自由贸易区网络”。
[Abstract]:The authority and cohesion of the WTO in global economic governance are weakening, and the idea of short-term benefits has led most WTO members to turn their attention to the negotiation of regional trade agreements. Various regional trade agreements emerge one after another as a distinct feature of the current world economy. The increasing number of regional trade agreements is reshaping international relations and exerting a significant influence on the world political and economic pattern. At the same time, China's foreign trade has entered a new stage of growth and structural adjustment. In view of the international and domestic economic and political situation, this paper holds that China has entered a new stage of building an all-around open economy. In order to promote the transformation and upgrading of China's foreign trade, China has moved forward to an open economic power. Our country must set up its own center wide free trade area network. The benefits brought about by the signing of a free trade agreement are not equal to the simple sum of all the preferential terms of the agreements, nor are they equal to the sum of the number of agreements, but should be based on the national conditions of both sides in order to achieve the goal of maximizing the comprehensive benefits. Scientific and reasonable choice of bilateral free trade zone target countries. The conclusions of this paper are as follows: on the basis of comprehensive analysis of various influencing factors and scientific and reasonable screening of the sample set of "high standard bilateral free trade area network" in China, Based on the binary discrete selection model, the target countries of the bilateral free trade area with the goal of maximizing the comprehensive benefits are selected from the sample set, and the potential target countries of the bilateral free trade area are established, which are displayed intuitively on the map based on the GIS tool. It provides a certain reference and direction for the choice of target country in China's free trade area network construction. This paper also points out that the construction of "bilateral free trade area network" should be combined with "Belt and Road" to form a resultant force of policy, and should be combined with the construction of "pluralistic resource and energy supply network" in order to achieve multiple objectives. It is necessary to combine with the demands of foreign-related enterprises to improve the utilization efficiency of micro-body FTA. Finally, the construction path of "bilateral free trade area network" is divided into three stages: short, medium and long term. Each stage has its own emphasis and step by step. Finally, a high-standard bilateral free trade area network is established in the long-term in line with the maximization of the interests of our country.
