贵州农村电商扶贫模式研究

【摘要】：贵州作为多民族地区的贫困大省,致贫原因复杂,扶贫难度大。其实,解决贫困问题已成为当今世界主题之一,不仅是一个经济现象,更是一个政治问题。自2014年我国实施电商精准扶贫战略以来,不管是学术界的相关研究还是实践操作经验,都是相对不足。基于此,在国家推进精准扶贫脱贫攻坚战略下,本文研究贵州民族地区农村电商扶贫模式富有意义。全文共六章,除第一章绪论和第六章结论与展望外,其他四章分别为相关研究理论基础、现状审视、博弈分析、模式设计选择。首先,界定相关概念及阐述相关理论;其次,通过对贵州民族地区农村电商扶贫现状分析,诊断其存在的主要问题,结合印江土家族苗族自治县的实地考察,论证贵州民族地区农村电商扶贫的必要性;在此基础上,分析贵州民族地区农村电商扶贫的内在机理,深入地论证贵州民族地区农村电商扶贫诸利益主体(包括政府、企业、农户)之间的关系;最后,研究贵州民族地区农村电商扶贫模式设计选择,并提出相关对策。研究发现:电商扶贫对农户有节支增收的作用,可实现自我能力的提升。政府要加强对农村电子商务知识的引导和培训,加强农村信息化普及和基础设施建设,推进建立健全相关法律体制,建立完善电商工作评价体系;加快农村电商物流体系建设,加大财政金融支持力度,做好民族地区农村中小微企业的支持服务工作,并加快农村电商转型升级;同时,也要加大农村电商消费理念和培养农户用户习惯等方面的宣传力度,深入推进民族地区农村电商扶贫发展,创新农村电商扶贫模式,建立民族地区农村电商扶贫长效机制。
[Abstract]:Guizhou as a large province of poverty in multi-ethnic areas, the causes of poverty are complex, poverty alleviation is very difficult. In fact, solving poverty has become one of the world's themes, not only an economic phenomenon, but also a political issue. Since the implementation of the strategy of precision poverty alleviation in 2014, there has been a relative shortage of relevant research and practical experience in academic circles. Based on this, under the national strategy of precision poverty alleviation and poverty alleviation, it is meaningful to study the rural e-commerce poverty alleviation model in Guizhou ethnic areas. There are six chapters in this paper, except the introduction of the first chapter and the conclusion and prospect of the sixth chapter, the other four chapters are related to the theoretical basis, current situation review, game analysis, pattern design choice. First of all, define the relevant concepts and explain the relevant theory; secondly, through the analysis of the current situation of rural e-commerce poverty alleviation in ethnic areas of Guizhou, diagnosis of its main problems, combined with the Injiang Tujia and Miao Autonomous County field investigation, On the basis of analyzing the internal mechanism of rural e-commerce poverty alleviation in ethnic minority areas of Guizhou, the paper demonstrates the main interests of rural e-commerce poverty alleviation in ethnic minority areas of Guizhou (including government, enterprises, etc.) Finally, the paper studies the design and selection of rural ecommerce poverty alleviation model in ethnic areas of Guizhou, and puts forward relevant countermeasures. It is found that e-commerce can reduce expenditure and increase farmers' income and improve their self-ability. The government should strengthen the guidance and training of rural e-commerce knowledge, strengthen the popularization of rural informatization and infrastructure construction, promote the establishment and improvement of the relevant legal system, establish and improve the evaluation system of e-commerce work, accelerate the construction of rural e-commerce logistics system, We should increase financial and financial support, do a good job in providing support services to small and medium-sized enterprises in rural areas of ethnic minority areas, and speed up the transformation and upgrading of rural e-commerce businesses. At the same time, we should also increase the publicity efforts in the areas of rural e-commerce consumption concepts and the cultivation of farmers' user habits, etc. To promote the development of rural e-commerce poverty alleviation in ethnic minority areas, to innovate the mode of rural e-commerce poverty alleviation, and to establish a long-term mechanism for rural e-commerce poverty alleviation in ethnic minority areas.
